will be required to pay off cn previously incurred construction debts to the State. State aid forschool support that is affected by these factors will amount to more than $350 million this fiscal year, and repayment of principal and interest on money loaned by the State for school construction will amount to over $27 million. The State Board of Equalization found countywide average assessment levels that varied from 17.9% of market values in Lake County to 25. 4% in Alpine County and averaged 21.8% throughout the State this year. “Intercounty differences in assessment levels are neutralized by applying the assessment-level factors," Board Member Paul R. Leake said, “If a county's assessment level is persistently below the statewide average, for example, the locally assessed value of each school district in a cultural center. the county is multiplied by a factor that exceeds,1.0 to determine whether it has enough taxableproperty per school child to finance its operations without state aid,“ Assessment-level factors will have the effect of forcing school districts in lower-assessed counties to issue additional bonds before they can qualify for state construction loans. A district must have borrowed at-least 95% of what the law permits it to borrow privately before it becomes eligible for a loan from the State.
