‘Garage and junkyard
permit is rejected
David L. Elster has been denied a use permit to operate
a garage and automobile dismantling junk yard in an unclassified district along the McCourtney Road because it is in
conflict with the general plan
and would have a detrimental
effect on the immediate area,
The county planning com
mission Monday. night unanimously denied the use permit
application on the above basis,
stating it does not believe such
use should get started in that
portion of the county.
Elster said he is a native
of the county, and that the property where he proposed to locate
his operation has been in his
family since the 1800s, According to Elster the proposed use
was an outgrowth of a hobby of
building racing cars. He believed he could "help the county
get rid of junk cars," by the
"part time operation" of a dismantling yard. He explained
plans for screening it by fencing
and planting.
Considerable polite but firm
opposition was voiced to the
proposal, More than half adozen
ings being held by the board of
supervisors sitting as a board
of equalization. He said the
"highest and best use" of this
area has been described at these
hearings as residential com
bined with agriculture on large
building sites.
"Dave is a good neighbor and
good mechanic, but the proposed
use
would reduce property
values," contended Al Casey who
owns 90 acres nearby. Others,
who objected to the proposal,
also noted good neighbor qualities of Elsters.

a part time wrecking yard is
any better than a full time one,"

Roberts said that according to
the general plan the area isrural
residential. He said the Elster
family owns 500 acres, and that
the applicant proposed to build
the
facility on "roughly two
acres,"

phone calls, and approximately
the same number appeared in

best suited for subdivision use;
unsightliness of a junk yard;.

best suited for subdivisions.

"It (the garage and wrecking
yard) should be in an industrial
area, but we don't have any industrial zoning," Roberts stated.
He noted it is an interesting
parallel that people way out
in the ‘country want this and
similar operations in town, and
those living in town have the op-~
posite view point. "The proposed
use is contrary to what is normally expected in a residen
tial area,"' Roberts advised.

Nevada City try a Bavarian Alps
theme for the holidays this year,
which would be fitting for our
mountainous area, There willbe
further discussion on this.
The merchants will be sponsoring drawings in their individual stores. Each owner will
offer at least one prize from
his store, and each will conduct his own drawing. Lucky
numbers will be drawn on December 23 and posted in each
participating store,

GOLD HILL MARKER
In the latter part of October, 1850,
George McKnight struck his feet against
an outcropping of rock which broke off
easily. Upon examining the rock he found
it was streaked with gold. This discovery
set the camp in the wildest of excitement
and soon hundreds flocked to Gold Hill,
as it was immediately called. From this
one ‘spot $1,500,000 in gold was taken out,
and but 150 feet from here, $4,000,000 of
gold was produced, The rock was so rich
that it was taken out in shovels, and it was
believed that the source of all gold had
been discovered. New ledges were found,
with each new excitement, and the great
quartz industry was born.

~. A company from Indiana arrived at the
present site of Washington in the fall
of
1849, and decided to winter there. They
named it Indiana Camp. The winter was
severe and the heavy snow prevented
prospecting. Deer and bear were plentiful, driven by the climate from the higher
altitudes,

Another party from Oregon had made
its. way to Washington vicinity that same
fall and also wintered there. Led by a man
named Greenwood the camp was named
for him, and later changed to Jefferson.
In the’ spring a majority of those who
had wintered at Greenwood's camp went

Today a bronze plaque mounted on a
granite shaft placed at the base of the old
Gold Hill mill marks the spot where this
eventful discovery was made, and upon
which the entire hard rock mining indus
