An ex-Army friend has contributed the following
“Dictionary”’ of terms published
in Army Magazine recently. We
found interesting and very
relevant to the state of affairs in
the line of bureaucratic business
of the present era:
Channels — the trails left by
memo routing slips.
Committee — a group of the
uninformed, appointed by the
unwilling, to do the unnecessary.
Concur in principle or concur
in general — I haven’t read the
paper and don’t want to be
bound by anything it says.
Coordinator — a guy with a
desk between two expediters.
Expedite to confound
confusion with commotion.
For necessary action — you
are either the goat or the hero.
Give us the benefit of your
thinking on this — we’ll listen to
what you have to say so long as
it does not interfere with what
we have already decided to do.
Informed source the guy
who told the guy you just met.
’ Note and initial — let’s spread
the responsibility around.
Program — any assignment
that can’t be completed with a
phone call.
Reliable source — the guy you
just talked with.
This will be borne in mind —
no further action will be taken
until you remind me.
Under «active -consideration—
we're looking in the files for it.
Unimpeachable source — the
guy who started the rumor.
We are evaluating — we need
more time to think up a reply.
Put it all together, boys.. you
can find a place for each and
every one of these definitions,
per se, in almost any phase of
life today.
Next week, October 7 -13, is
National Newspaper Week. To a
great many of the more casualtype readers that week will
inean no more or no less than

usual. But for the majority it
will be a period of enlightenment
stemming from their appreciation of something not to be
found anywhere else in the
whole world. Only in the United
States of America does one
enjoy the scope of freedom of
expression so readily available
thru our newspaper columns.
Furthermore, it has been just
that way'in our nation for 200
years..for the people of this
yreatest of_all nations have,
from its earliest beginnings,
demanded and received the
rights of free speech and a free
press. Our ever-alert, articulate
. press is the dictator’s nightmare..and our salvation.
The ~ responsibilities of
newspapers in general are of a
magnitude not wholly understood. by some of the less
erudite readers..they who skim
the headlines in breathless
anticipation of a new ‘‘scandal’’
or a bloody major disaster. It is
as a governmental ‘‘watchdog”’
that. your hometown newspaper
offers you the best possible
outlet for making your interests
and desires known in high
places. The possibilities of a
brief ‘‘letter to the editor’ are
practically limitless — if the
suggestions contained are
constructive, logical and timely.
How can you expect people-to
react to your ideas..or your
legislators to act in your behalf
-if they are not made aware of
the problem at hand? So..if
something disturbs you, don’t sit
at home muttering to yourself
about it; don’t stand on street
corners telling empty air what’s
wrong and what should be done
about it..put pen to paper, in a
letter to the editor, and offer
your own best solution to the
problem. And idea can grow,
you know, just like the
proverbial acorn!
The newspaper you are
holding in your hand is standing
by ready and more than willing
to be of service.
CHP analysis
The California Highway
Patrol-will analyze mechanical
and structural failures that
cause mobile homes to break
down on the highway during a
six-month period starting
October 1, Commissioner Walter
Pudinski said.
If facts warrant, the
information collected would be
used in support of legislation
upgrading structural and tire
standards.

Grass Valley honored for
pedestrian safety achievement
Grass Valley received the
American Automobile
Association’s Pedestrian Safety
Achievement Award for the 17th
consecutive year at a city
council meeting Tuesday. —
The award was presented to
police chief Vincent Seck by
William Goldman, ~ local
manager of the California State
Automobile Association.
Grass Valley was one of 2,087
cities which participated in this
year’s AAA Pedestrian Safety
of mobile home break downs
vehicles transported by permit.
Their extra width can produce
unusual traffic hazards when
breakdowns force thefn to park
at roadside, particuJarly along
freeways. Z

every breakdown or accident
involving a mi home, with
emphasis 0

faulty framgs, hitches, wheels,
tongues, axles and suspension.

Toys for Tots program starts
Nevada Union High School
students are urging residents to
donate outgrown and unwanted
toys in good condition to their
Toys for Tots program.
The toys are repainted,
restuffed and repaired and
given to underprivileged
children at Christmas time.
Members of the local chapter of
Future Teachers of America
wif’ gick up toys on Saturday.
Donated toys may be brought
to acentral site in neighborhood
and FTA members will pick
them up or call at each home for
the toys. Call Debbie Lanyon at
273-2103 or 273-7486 to arrange
for pick up of toys.

“in 1969 agreed on voluntary
engineering standards to solve
the breakdown problem,’’ but
that ‘‘breakdowns and accidents
have not been: satisfactorily
reduced.”’
Inventory Program:
The city earned its award
because of its record of no
pedestrian deaths in 1972. Cities
were evaluated in the following
categories; maintenance and
use of accident records,
coordination of its overall safety
program, school safety
programs, enforcement of
traffic laws, traffic engineering
and publication of safety
information.
The number of nationwide
pedestrian fatalities recorded in
1972 was approximately one
third of the number in 1937 when
the AAA conducted its first
Pedestrian Safety Inventory.

which will begin its new season
October 13, has elected new
officers for the coming year.
