County Planners Schedule —
Special October Meeting
The Nevada County Planning
Commission has scheduled a
special meeting for Oct. 17 to
wrestle with the knotty problem
of how to handle violations of
the county zoning ordiance,
The commission is faced with
dealing with regulations of an
ordinace which is at best permissive, allowing almost anything in all areas but those where
residents petition to be zoned to
a more restrictive zone,
Coupled with this, the commission is faced with requirement
for use permits for certain zones,
but has neither the staff, time
nor the regulations to enforce
these procedures,
The endresult is that nonconforming uses continue to pop
throughout the county and flourish until neighbors become annoyed and contact the office’ of
the district attorney,
Once this happens, the planning department is informed of
the nonconforming uses and then
initiates procedures to get the
owner to make application for
ause permit. Then it is dumped
into the laps of the planning
commission.
How to solve this problem of
people selling property on the
basis that it is zoned for a certain used when it is not, how to
deal with the problem when it
is already in existance and what
to do to avoid such situations
will be the crux of the discussion Oct, 17,

large group of members of the
Ancient and Honorable Order of
E Clampus Vitus arrived to dedicate a plaque at the new Malakoff State Historical Park.
Visitors came from asfar away
as Los Angelesto attend the initiation that started ceremonies
in NorthSan Juan and continued
in Humbug and the new park
campgrounds,

in full swing this week with most of the activit
concentrated on the Broad Street Bridge an
completion of drainage facilities through the

Grand Jury Denies Road Report
Had Any Political Motivation
The Nevada County Grand Jury
last week kept up its running
battle with the county supervisors when it answered the supervisor’s answer to a grand jury
report on county road policy.
The road committee ofthe
Grand Jury submitted a report to

policies of choosing roads to be

system, The Grand Jury report
suggested the county adopt a firm
policy in regard to roads,

Truckee Supervisor Henry Loehr,
adopted as policy, a letter written by Supervisor Bret Bennallack
to Grand Jury Foreman Harry M,
Pharis,
In. his letter, Bennallack said
the Grand Jury had been illadvised, that the bringing of a
report to the board in mid-year
was highly unusual, that the
Grand Jury had failed to consult with the board before making
the report and suggested that
the action of the road comm-=
ittee had raised questions that
thereport might have been politically motivated,
At the board meeting of Sept.
27, the supervisors received
another letter signed by Pharis,
but written for the entire Grand
Jury.
The latest Grand Jury letter
noted that for a reason or reasons
unknown tothe GrandJury, Bennallack believed there to be

Freeway
Work Is
Underway
There were a lot of happy faces
in Nevada City this week as crews
from Granite Construction Co,
went into high gear to complete
the Nevada City segment of the
Grass Valley -Nevada City Free=
way.
Granite, of Watsonville, was
awarded the contract last Tues,
day. Bids to complete the job
were opened Sept, 23, but an
error in one of the bids delayed
the awarding of the contract.
The job went torebidding when
the State took the project away
from contractor Norman I, Fadel
of Marysville last month, Fadel
was removed from the job for
failure to show adequate progress
in the work,
Although all documents were
not yet completed, Granite had
men on the job on Sept. 27 and
by last Wednesday work was
again resumed,
The new contract calls for com=
pletion of the Broad Street Bridge
by Dec, 1 and most of the work
was concentrated in that area,
Concer has been expressed by
city and county officials about
the disruption of city storm sewer
systems due to the freeway work
and areport from the county
indicated that unless these systems were put back into order
rapidly, an early heavy rain
could threaten both buildings
along the route and freeway structures themselves,
This segment of the job is also
getting much of the attention of
the new crews and work continued through Saturday to install
a new 60 inch concrete pipe
