duly constituted and regular subcommittee of the Grand Jury.
It was presented in good faith
in a spirit of cooperation, If
suggestions designed to assist
your body are not to be received
in the spirit of cooperation for
good government in which such
suggestions are given, then there
is little reason for any citizen to
really believe that he is an integral part of his own government,”

The letter concluded, as have
