SACRAMENTO — In just one month, California voters will
be asked to decide the: future of recreation at the State Water
Project, according to William Penn Mott, Jr., director of t
California Department of Parks and Recreation, —
co
Mott explained that on November 3, the voters will have
the opportunity to approve Proposition 20, a $60 million Bond
Act to provide funs for constructing recreational facilities at
waters of the State Water Projects. The act would provide $54
million to the Department of Parks and Recreation for recreational facilities and $6 million to the Wildlife Conservation
Board and Department of Fish and Game for fish and wildlife
enhancement, fishing access, and stream enhancement,
"Up to now, facilities at State Water Project waters have —
been financedwith general fund money, the only source of
funding for the program."
"But with several major units of the project about to come
into existence simultaneously, the total cost of recreational
facilities would be too great for the general fund
to bear.

"If we are to have recreational facilities ready for the ~ as a California
about the meaning of citizenship. She will head a 4-H citizenship committee to
people when these projects come
into being, it is essential
that
organizations

and conduct related activities.
Mott noted that Proposition 20, called the Recreation
and
_ Fish and Wildlife Enhancement Bond Act would provide the kind
of recreation that is most popular with the public. *.
"Water-oriented recreational facilities at reservoirs are
the most heavily used facilities in the State Park System, and
Proposition 20 would give us the funds to build facilities
to accommodate over 16 million recreationists annually. This
would enlarge State Park System capacity
by more than a third
beyond the 45 million visitors we served last year."
