From now on, similar advance
notice will go to the parents and
guardians of all potentially eéligible youngsters who reach their
13th birthday.
‘VA letters. to parents and
guardians noted that although the
War Orphans program generally
begins at age 18, the time to start
thinking about college is during
the early years of high school.
Therefore, the letters suggested, the high school course should
be planned “so that it will provide an adequate foundation for
a program of education which
maybe pursued later.”
The letters added that “you (the
parent or guardian) and the
school counselor or principal will
undoubtedly assist in planning

The law will in no way affect

Explaining that the new pension law was drawn up specifically for veterans of World War

that Spansih-American veterans’
and their widows come under
their own specific laws and have
not the right to choose the provisions of the new pension law,
even if they so desire.
The first of the two exceptions
mentioned above is. a_ beneficial
one and would affect all SpanishAmerican War veterans,Jt allows
them to -be given ;at the discretion of the Administrator of Veteran Affairs, a prosthetic device
known as the invalid lift to assist them into and out of bed if
their physical condition makes
such a device necessary.
The other exception will affect
only those Spanish-American veterans not already on the pension
rolls. Should any of these veterans

of the third month im such hospital, their pension would be re-.

A relatively small number of
veterans would be affected by
this ruiing, the VA explained.
More than 90 per cent of all eligible Spanish-American War veterans are already on the en
rolls.

the other possibly _disadvantage-.
