MAKING HAY
When cattlemen first moved
in to the vast grasslands east of
the mountains they found the
meadow grass growing head
high to a horse and saw no end to
the waving plains. They ranged
their -cattle from California to
Canada, moving on when the
grass got too short or the
weather too cold.
As more and more people
moved into the area and settlers
began fencing off the range, the
great herds dwindled and the
remaining cattlemen had to find
another way to feed their stock
year round.
The obvious answer was to
make hay from the wild grass.
In the late 1800s that was a hot,
dusty and miserable job.
Men with pitchforks followed
behind the horse-drawn mower
and raked the grass into bundles
so it could cure. In later years
when a horse-drawn rake took
over this manual job, men still
had to pitchfork the hay into a’
wagon to be hauled to the stack.
Stacking a hay stack was a
science and took -experience.
The forage had to be carefully
stacked in layers leaving room
so enough air could circulate to
stop molding or rotting in wet
weather. They also had to be
stacked flat so the whole pile
wouldn’t fall down. °
It was a risky business. Lots of
times rattlesnakes would fall
asleep in the fields and be picked
up with the hay and carried to
~ the stack. Sometimes the cable
on the stacker would break,
whipping into an unwary
hayhand or sending the huge
wooden-tined fork crashing
down.
The yield was only about one
and a half tons to the acre and
many crops were ruined by an

untimely rainfall. Whenever
black clouds threatened a
change in the weather, men and
horses worked until all hours to
get the hay in.
In the early 1900s a monstrous
stationery baler made its way
west. It was set up near the hay
stack and with noisy churning
and grinding, compressed the
grass into bales. They had to be
wired by hand and two men
stood behind the machine to
catch the bales as they came
through. Baling hay was usually
custom work, done by a crew of
twelve to fifteen men who
moved from ranch to ranch.

Public notice is hereby given
that application was filed April
28, 1975, superseding an application filed February 27, 1975,
-and amended April 14, 1975,
yunder the Federal Power Act (16
-U.S.C. 791a-825r) by Nevada
Irrigation District (N.1!.D.)
(Corresponding to: Nevada
Irrigation District, P.O. Box
1019, Grass Valley, California
95945) for authorization to enter
into an agreement with the
United States Forest Service
whereby certain lands in the
Tahoe National Forest would be
exchanged for lands and other
interests in N.t.0.’s Yuba-Bear
Project No. 2266, located on
Middle.and South Yuba Rivers,
Bear River, and Jackson and
Canyon Creeks, in Yuba,
Nevada, Placer, and_ Sierra
Counties, California.
Under this agreement,
Nevada Irrigation District
would transfer to the Forest
_ Service its mountain holdings
located upstream from Lake
S pry Pacific Gas and
lectric Company’s Project No.
2310, including 2,764.1 acres of
N.1.D. owned land within the.
boundary of its Yuba-Bear
Hib gostean Project No. 2266 ,
wi ich is under license issued by
the Federal Power Commission
-(FPC).
In exchange, -N.1.D. would
ei title to about 584 acres of

located on Deer Creek.-in
Nevada County,: Califarnia,

agreement, the 584 acres would
not be included within the

boundary of Project No. 2310.
In addition, title. to those
N.1.D. owned recreation
facilities located on the project
lands to be conveyed to the
Forest Service would be transferred and the recreation
facilities would be maintained
and operated by the Forest
Service as contemplated in a
June 24, 1966 agreement, as
amended, between N.I.D. and
the Forest Service for ‘‘Administration, Operation, and
Maintenance of Recreation .
Facilities on the Yuba-Bear
(River): Project in the Tahoe
National Forest’’. However,
N.1.D. would retain title to all
facilities of the Yuba-River
Hydroelectric Project and all
rights necessary for its continued operation and maintenance under its FPC licensé,
and would retain all. privileges
and interests in real property,
without charge or duty, required
to fulfill certain existing contractual arrangements between
N.1.D. and P.G.&E., the
California Department of Fish
and Game, and the Department
of Water Resources of the State
of California.
