IN THE BOARD OF SUPERVISORS OF THE COUNTY OF NEVADA
STATE OF CALIFORNIA
Present: John T. Trauner, Clerk
Wm. J. Cassettari,
Assistant District Attorney
The meeting wascalledtoorder at 10:00 A.M. by the Chairman,
Henry G. Loehr, and all members of the Board were noted as present.
The minutes of the previous meeting were approved as submitted.
Upon motion, the Clerk was directed to publish the proceedings
of the Board in Nevada County Nugget for the month of September,
1963. :
The auditor read proposals he had received from qualified accountants, for the 1962-63 audit, and upon motion, the audit wa
awarded to Weston W. Brunker, C.P.A. .
The County Auditor presented the Board with resolutions 63-132,
63-133, 63-134 (resolutions fiximg tax rates) and upon motions,
resolutions were adopted.
The Auditor presented the Board the Claims Register showing
thereon the claims due and payable by the County and upon motion, the Chairman was authorized to sign the Register thereby releasing the following warrants for payment:

Upon motion, Mr. E.K. Stice was appointed as Trustee of the

Proposed resolutions 63-135 (a resolution directing the Clerk to
‘canvass the results of a special election) was presented to the Board
and upon motion, adopted as presented.
The Clerk presented proposed resolution 63-136 (a resolution providing for the borrowing of funds by the Nevada City School District
and upon motion, the resolution was adopted.
The Clerk presented the Board with proposed resolution 63-137
(a resolution accepting the imposition of additional highway user
taxes) and upon motion, the resolution was adopted.
Dr. C. Jackson Rayburn, Medical Director of the County Hospital, appeared before the Board and a report was rendered from the
qualifications committee for the position of Administrator. The
Chairman announced the Board would go into an executive session
at 10:35 A.M. to discuss the nominees.
The Board returned to the Board Room at.11;00 A.M, _and.upon.
motion, Mr. Clifford J. Johnson was appointed as Administrator of
the County Hospital.
The County Welfare Director appeared before the Board and
rendered the report of her department, and upon motion, the report
was accepted and ordered filed.
The Auditor presented a communication from the County Board
of Trade which requested the Board of Supervisors to reconsider the
rejection of claims from the Truckee Chamber of Commerce and
the Grass Valley Junior Chamber of Commerce. The Board took no
action on the request. _
The County Purchasing agent appeared before the Board and
rendered the report of his department.
Upon motion, the Board adjourned for Lunch to reconvene at
1:30 P.M,
AFTERNOON SESSION:
The Board reconvened at 1:30P,M, and it was noted that all
members of the Board were present.
The County Planning Director appeared before the Board and
rendered the report of the Planning Department. The final maps of
Forest Knolls Estate subdivision, and Pla-Vada Woodland (unit #4
Subdivision) were accepted for recordation.
The Chief Building Inspector appeared before the Board and en. tered into a discussion on code provisions concerning the installation of hot water heaters and electrical appliances in the County.
The Chairman appointed Supervisors Ricker and Blake to study the
Building Code Provisions with the Building Inspector and to report
their findings to the Board on September 19, 1963.
Mr. Downey Clinch, Chairman of the Airport Commission, appeared before the Board and presented the Board with an agreement
to engage.a consulting engineer for the Loma-Rica Airport Construction Project and proposed resolution 63-138 (a resolution
authorizing the Chairman to sign the agreement presented. ) Upon
motion, the resolution was adopted.
Upon motion, the Assistant District Attorney was authorized to
proceed with acquisition of the land necessary to the Airport Runway Extension Program. :
The Auditor presented the Board with proposed resolution 63-139
(a resolution setting a County Wide School Equalization Tax) and
upon motion, the resolution was adopted.
The County Road Commissioner appeared before the Board and
presented the Board with proposed resolution 63-140 (a resolution
authorizing the Chairmanto amend a County-State Agreement) and
upon motion, the resolution was adopted.
The Clerk presented the Board with proposed resolution 63-141 (a
resolution of adjournment) and upon motion, the resolution was
adopted.
