The County Auditor presented the Board with the Claims Register showing thereon the claims due and payable by the County and a motion was made by Supervisor Robinson, duly seconded and passed unanimously authorizing the Chairman to signthe Claims Registerthereby releasing the following warrants for payment. Warrant Funds Warrant No. General Fund 1360 -1634 Amount $21, 838.90 Road Fund 143-215 Amount 53, 988.52 Capital Outlay Fund 1-6 Amount 1,570.78 Exploitation Fund 12-15 Amount "33.08 County Auditor presented County Auditor presented the Board with a proposed Resolution levying special district tax rates and a motion was made by Supervisor Bishop, duly seconded to adopt Resoultion 61-42. Upon a roll call ballot a unanimous vote was recorded, The County Auditor presented the Board with a proposed Resolution levying and fixing tax rates for school districts and’ a motion was made by Supervisor Bishop , duly seconded to adopt Resolution 61-43. Upon a roll call ballot a unanimous vote was recorded, The County Auditor presented the Board with.a proposed Resolution fixing the Countytaxratesanda motion was made by Supervisor Ricker, duly seconded to adopt Resolution 61-44. Upon a roll call ballot a unanious vote was recorded. Mr. Cedric Porter, Superintendent of the County Hospital, appeared before the Board and informed the sprinkling system at the County Hospital had been installed and tested and they were now awaiting the Fire Marshal's approval. After a discussion with Mr. Porter a motion was made by Supervisor Robinson, duly seconded and passed unanimously directing the Clerk to issue a minute order to Mr. Clare Hughes, County Purchasing Agent, authorizing him to have installed two street lights per the direction of the County Hospital Superintendent. A discussion ensued on the possibility of a rate increase at the Hospital for persons utilizing that facility and the matter was referred to the Hospital Committee and the County Auditor for a study to be reported back to the Board on September 20 , 1961, A letter of application from Mr. LeoJ. Todd, Attorney at Law, applying for the position, Public Defender of the County of Nevada, was read to the Board and a motion was made by Supervisor Ricker, duly seconded to appoint Mr. Todd as Public Defender of the County of Nevada, effective September1, 1961. Upon a rolicall ballot a unanimous vote was recorded. Mrs. Margery Worth, County Welfare Director, appeared before the Boardand rendered the report of the Welfare Department for the month of August 1961 and the report was accepted and ordered filed. Mrs. Worththen requested that her Welfare Committee personnel exhibiting and maintaining the exhibits at the California State’ Fair and the Pamona Fair, A motion was made by Supervisor Hennessy, duly seconded, directing the Clerk to issue a minute order to the Auditor, directing said Auditor to draw his warrants and deposit them in the Bank of America, Nevada City, California in the proper trust accounts. Upon aroll call ballot the following vote was recorded; Supervisor First District aye Supervisor Second District aye Supervisor Third District aye Supervisor F ourth District pass Supervisor Fifth District aye Mr, Harold A. Berliner, District Attorney, appeared before the Board and notified the Board that he had received an Attorney General's opinion with respect to the recent redistricting ordinance and was happy to report that theredistricting ordinance is valid in all respects, Mr. Berliner then announced that commencing September 1, 1961, the District Attorney's office in Ne= vada County would operate on a full time basis with no private practice by the District Attorney. A motion was made by Supervisor Ricker, duly seconded and passed unanimously notifying the County Auditor that the District Attorney‘s.egal Secretary was to be on a full time County basis effective September 1, 1961. A motion was then made by Supervisor Ricker, duly seconded and passed uaanimously authorizing an increase in the rental rate from forty dollars to sixty dollars per month, for the District Attorney's office and further authorizing the District Attorney to expend a sum not to exceed $150 for the renovation of that office. Mr, Clare Hughes, Purchasing Agent, appeared before the Board andrendereda report onthe painting of the Grass Valley Memorial Building and the Nevada County Hospital. Mr. Hughes requested per mission to purchase a postal unit for use in the County with the assurance that payment would be deferred until December 1, 1961 and the motion was made by Supervisor Bishop, duly seconded and passed unanimously directing the Clerk to issue a minute order to Mr. Hughes authorizing him to purchase a postal unit, billing therefore to be deferred until December 1, 1961, Supervisor Neil Hennessy presented the Board with a proposed Resolution urgins the State Parks Commission to name Malakoff Diggins as a State Park and a motion was made by Supervisor Bishop, duly seconded, to adopt Resolution 61-45. Upon a rollcall ballot a unanimous vote was recorded, At this time the Chairman announced that the Board would adjourn for lunch to reconvene at 1:30 p.m. AFTERNOON SESSION: TheBoard reconvened at 1:45 p.m, and all members of the Board. were noted as present. Mr, Earl Erickson representing the Inter-County Title Company appeared before the Board and presented the Board with deeds he had received from Mr, Charles Smith, Mr. I.C, Bell, Mr. Robert W, Blunt and Mr. Richard Josept for property in €onnection with the County Building Program, Mr. Cassatterj gave the Board a resume of the events leading up to-the preseatation of the deeds and recommended the Board authorize the dispersement of moneys in escrow to the grantors and further recommended the Board authorize purchase program.) possession to be retained by ment in escrow. The Clerk was directed to record the deed. Upon aroll call ballot a unanimous vote was recorded. A motion was made by Supervisor Ricker, duly seconded, to accept the deed from Mr, I,C, Bell and releasing the payment in escrow. The Clerk was directed to have the deed recorded. Upon a roll call ballot a unanimous vote was recorded. A motion was made by Supervisor Bishop, duly, seconded, to accept the deed from Richard Joseph and releasing thereby the escrow payment and directing the Clerk to have the deed recorded. Upon a roll call ballot a unanimous vote was recorded. A motion was made by Supervisor Bishop, duly seconded, to accept the deed’ from Robert W, Blunt and directing the Clerk to have itrecorded. Upon a roll call ballot a unanimous vote was recorded, A motion was made by Supervisor Robinson, seconded, by Supervisor Bishop authorizing possession to be retained by the grantors in each case except in the case of Robert W. Blunt ETUX until final payment of the agreed upon purchase price. Upon a roll call ballot a unanimous vote was recorded. Mr. R, Peter Ingram and Mr. John Micander, representing the Grass Valley Junior Chamber of Commerce appeared before the Board and presented the Board witha Resolution supporting the actions of the Board of Supervisors with respect to the Nevada County Building Program and urging the continuation of a lease Mr. Graydon R. Beechel, County Surveyor, appeared before the Board and requestedpermission to expend certain funds within his budget to bring the map files in his office up to date, and a motion was made by Supervisor Hennessy, duly seconded and passed unanimously authorizing the necessary expenditures. Mr, ’W.N. Roberts, Planning Director, appeared before the Board and briefly explained the provisions of Assembly Bill 787 and the Clerk was directed to write to the Division of Housing in Sacramento and informing that Division that Nevada County would handle its own Building Inspection Program. Mr. Cassettari presented the Board with proposed Ordinance #253, which was read in its entirety to the Board, The Clerk was then directed toread an amendment to the Salary Code, pertaining to the Sheriff's Officers, A discussion ensued between the Sheriff and Board members with respect to a possible enactment of an amendment to affect the Sheriff's Deputies salaries . and a motion was made by Supervisor, duly seconded, to adopt Ordinance #253 as presented by Mr, Cassettari. Upon a roll call ballot a unanimous vote was recorded, A motion was then made by Supervisor Bishop, duly seconded, directing the District Attorney to prepare an Ordinance increasing all Sheriff's Officers by two ranges. Mr. Robert Graham, County Road Commissioner , appeared before the Board and presented the Board with a deed for a County right-of -way and a motion was made by Supervisor Robinson, duly ( nia, inthe vicinity of Camphim to enter into negotiations for a lease purchase of an FWD truck. Mr, Sam Hooper, a resident of Grass Valley, appeared before the Board and presented the Board with a petition from citizens on East Main Street to repair an alley-way in back of East Main Street and the matter was referred to the County Road Department. The Chairman of the Board consulted with the Board relative to the effective date of appointment for the Public Defender in view of the fact that the Salary Ordinance could not become effective until October1, 1961 and it was agreed that the effective date of the appointment of the Public Defender would be October 1, 1961. There being no further business to come before the Board at thistime the Chairman announced that the Board would stand adjourned to meet again on September 20, 1961, at 10:00 o'clgck a.m, thereof.
