Roberts showed us a copy of his home-town paper the other day, the San Angelo (Tex.) StandardTimes. By coincidence that issue's editorial commented on city planning and much of it is worthy of reprint: "City and regional planning specialists are the first to acknowledge that for a long time major planning in this country was mostly a thing of paper promises, a fancy 9; given wide lip service but seldom converted into act.
