"No matter which way we
go, I'mthe one that's on the

Councilmen objected to
this, explaining that it was
their decision and he should
not be “on the spot" for it.
Later, councilmen referred
to it as their "recommendation" rather than calling
it a decision.
Councilman Craig Davies
said the council had no intention of passing anything
over the heads of other city
officials Hetermed the item
a suggestion, worthy of consideration, and one having
merit. They had not meant
tostepon any toes, he said.
Then Davies said that when
the council cannot recommend, “it's time for something to be done.”
He said meetings like the
one reccntly held werenecessary and he would prefer to
hold them under the City Hall
roof, but if necessary, executive sessions can be held
at his home.
The discussion on the filling of the investigator's job
revolved aroundthe Knox
schooling and whether others
on the department were better qualified because of training or experience.
City Manager Ray pointed
outtothe council that under
the duties given thecity
manager in the ordinance,
it ishis duty to hire personnel
and with the police chief fill
such positions.
