Tax credit
answers
A publication that answers
the most asked questions
about. the five percent tax
credit for the purchase of a
new principal residence is now
available free from the
Internal Revenue Service.
Besides presenting
questions and answers on the
credit, IRS Publication 591,
“Tax Credit for the New Home
Buyer,” reflects the recent
change in the law which allows
certain homes that were
y ineligible to now
qualify a buyer for the
credit.
According to the booklet,
new home buyers are entitled
to a credit against their
federal income tax equal to
five percent of the purchase
price of a new principal
of

Applications for PG&E
scholarships
High schoo! seniors in Pacific Gas
and Electric’s service area have until
Oct. 31 to apply for a four-year college
scholarship under PG&E’s James B.
Black scholarship award program.
This school year, seventeen outstanding seniors attending high school
in the company’s service area will be’
awarded $1,000 a year for four years at
any accredited college or university of
their choice in the United States.
In addition, each of 34 runners-up will
be presented with a one-time $500
scholarship award.
Application forms and booklets
giving full details are available at high
schools in the service area and local
PG&E offices.
Thirteen regional scholarships will
be awarded on a geographical basis,
apportioned among PG&E’s operating
divisions. Two others are allocated for
children of PG&E employees. These 15
scholarships are awarded on the basis
of Scholastic Aptitude Test scores and
scheduled
_Two special recognition scholarships
are also awarded to minority students.
Candidates are recommended by. high
school principals and counselors for
having made significant achievements
despite economic, environmental or
motivational disadvantages. Candidates for these scholarships are
nominated without preliminary
examination.
All candidates are interviewed by
panels of impartial judges and 51
finalists will be chosen-three for each
scholarship. The seventeen winners
are chosen from among these finalists
by other judges meeting in San
Francisco.
Since 1966, there have been 144 fouryear scholarships awaded to
meritorious students under the James
B. Black award program. The
scholarships were established in
memory of the late chairman of the
board of PG&E, a longtime champion
of higher education. They are designed
to encourage high scholastic standards

Legislature . approves
mobilehome measure
The California Assembly
today approved a bill by
Senator Peter H. Behr (R-San
Rafael) which will strengthen
the rights of tenants living in
mobilehome parks.
SB 701 limits the power of
park managers to change park
allegedly interferes with that
of management.
Behr’s bill
management’s discretion in
evictions, and substitutes
language which says that a
tenant may be evicted when
his conduct ‘‘substantially
arbitrary and frequently
changing from month to

conduct, but it frustrated them
beyond reason.

“It is not surprising that

the mere whim of a k

average mobilehome owner,
and it is simply unfair that a
park manager should have
_that much power to wield in an
arbitrary manner.
SB 701 is not an attempt to
strike managers, but it most
definitely is an attempt to
remedy an imbalance of
power and to specifically state
what can and wat cannot go
on in mobilehone parks. I
believe this bill is even-handed
and: should be acceptable to
fair-minded park managers
and tenants alike.”
Senator Behr went on to say
that SB 701 prohibits tenants
from being charged extra for
pets, for guests staying less
-than two weeks, or for enforcement of any rule or
regulation of the park.
