County Planners Grant Another Use Nevada: County Planning Commission’ Monday night granted the second use permit this month for new construction in the sewage critical Glenbrook ‘area. The latest permit was issued on the application of Gra-Vada Enterprises, Inc., for construction, operation and maintenance of aretail lumber yard in an A-1 zone on property owned by GraVada north of Brunswick Road, east of the proposed freeway and west of the proposed freeway access, The matter had been continued from Aug. 23 on the ruling of assistant County Counsel Brian Bishop. County Sanitarian Harold Cox was not present at that session and Bishop ruled that the commission was being asked to make a decision on hearsay evidence of what Cox was supposed to haye said in regard to sanitary facilities, Monday night a letter from Cox was read stating that no sewage disposal permit could be issued to the applicant. Planning Director Bill Roberts alsoreada letter from the building inspector's office stating the opinion that no building permit could be issued without proper sewage facilities. . Cox was asked if* chemical toilets would be permissible and he said he could not rule them out. He said that decision was up to the commission and the building department. Cox was asked if installation of use of chemical toilets would be agreeable with him and he said they would, Ed Litke, a long time proponent of the creation of a sanitation district in the Glenbrook area, warned the commission that if it continued to grant building permits in an area in which the county had put a_ building “embargo” until the sewage disposal situation was corrected, they would seriously endanger a chance of ever getting a sanitation district approved for the area. Hesaid when area residents saw other people being allowed county's building ban and would vote down the proposal to form a sanitation district. The application wasunanimously approved with the stipulations that no water be hooked up tothe building, that chemical toilets be used and that there be no burning or processing of lumber Permit In The Sewage. This raised the question of whether the county should amend its ordinance to require a tentative map where the division is four parcels or less? This is to be filed prior to sale or lease of the parcels, Where a tentative map is required, a parcel map is also to be filed, The question of when a parcel map shall be required for land not a subdivision was not satisfactorily answered Monday night. Roberts said it was unclear to him that a division into four or less parcels, or into 40 acres or more requires a parcel map. County Counsel Leo Todd was questioned on this and he said his tentative opinion was that parcel maps w ould be required for all divisions of land except the division into parcels of 40 acres or more. Thisraisedthe questions of how the county could prevent further division of 40 acre parcels and the consequent density growth and problems of traffic pressure on the reads, No real answers were found at this first discussion session, but many questions were raised, It will be some time before the county can iron out its ordinances and set policy to make the new law work here.
