Glenbrook Annexation Move GV City Council Taken To Task Meets With Many Protests (Continued From Page 1) structea there could be a saving of upto$100, 000 in pipe installation costs, Cox said the health department recommends the area use the present Grass Valley sewage plant which was designed for a city of 10,000. With repairs, the plant could handle the flow from the Glenbrook Basin. He pointed out if the area, chose to gotoa sanitary district it could build its own plant, but the cost would be prohibitive. “Regardless of what you decide todo,” Cox said, “I will have to start to condemn homes in 18 months from now because the health department can no longer turn its back, The law must be enforced. " Brunker then outlined the alternatives as annexation, formation of a sanitary district with thier own plant or tanking the effluent on a’ sewer collection system and pumping it into the Grass Valley plant on a contract basis. This set the stage for the great debate. Representatives of Spring Hill said they were opposed to annexation because their area was already sewered and did not see why they should pay again. Representatives of Hills Flat said they were ready to annex to the city now and did not see why their annexation should be tied to the Glenbrook area. Representatives of Glenbrook said their move to annex years ago had been blocked by Hills Flat residents and they wanted more time and information before they made a decision. The discussion went on for several hours and finally ended Silverware Diamonds Watches Clocks AND MANY OTHER GIFTS JEWELRY our Gold Nugget and Quartz Jewelry Makes Lasting Gifts & Appropriate Souvenirs Of The Gold Country EXPERT WATCH & JEWELRY REPAIRING RARTUAS'S Grass () Valley : e@weters Since 1875 124 MILLST., GRASS VALLEY Phone 273-3039 with the council approving the application for permission to proceed with annexation of the entire area,This, in effect, turns all parties loose to gather the necessary information and come up with a proper petition for annexation. The city can do nothing on the matter until presented with a petition. Grass Valley City Council was taken to task Tuesday night for using city labor for major construction —— city.
Curtis Smith, representing the Nevada County Builders Exchange, presented a letter from the Exchange directors in which they registered strenuous objections tothe city acting as its own contractor for jobs over $2,000. He said this wasa violation of new state laws enacted last year, and the section of the law which permits the city to reject all bids if they feel the job can be done better or more economically bycity forces, cannot be used as an out by the city. Councilman Vic Tamietti said ask Smith if he was proposing that when city forces can do a job for a certain figure and a contractor bids a couple thousand dollars above this that the city should -give the work to the contractor. Tamietti said the council had to answer to the taxpayers and getthe most they can for the tax dollar. Smith countered that the members of the Builders Exchange were also taxpayers and the building industry happened to be the largest tax producing industry in the city. He also pointed out that the city crews are not required to pay taxes, put up bonds, pay fringe benefits, workman’s compensation or many other things a contractor had to pay, FULLER mytron Combines Everything You Need in a Wall Finish e honest one coat coverage e excellent washability o Gasy 10 Se You get them all in the new FULLER finest quality wall finish, MYTRON—the superior new formula developed after years of research.
