Christian A. Herter, Secretary
of State under President Eisenhower and now President Kennedy's special representative for
trade negotiations, has advised
Congressman Harold T. Johnson
in a White House meeting last
year, with Congressman Johnson
participating. Herter referred to
this meeting and the six point
program which developed as a
result of this session.

forest development roads; amendment of intercoastal shipping
laws; increased allowable timber
cuts from Federal lands; prefercurements by Federal agencies;
increased attentionto small
lumber mill loan applications by
the S mall Business Administra ~
tion, and consultations with Canada regarding lumber imports.
In commenting on the Herter
letter, Congressman Johnson expressed a hope that the consultations to be held this fall would
prove fruitful, but stressed that
atthe same time vigorous efforts
must continue in the other areas :

Representative Johfison, whose
Second Congressional District is
one of the largest lum ber produc-ing areas in the nation, was a
leader in a Congressional appeal
to the President urging that government and industry representatives of the two nationsmeet
again to try to resolve the problems.
In his letter to Representative
Johnson, however, Herter indicated that measures other than
import restrictions “must be
brought into play” to solve the
competitive situation between
the two nations.
“For where imports are an important factor in the competitive
situation, basic problems affecting the lumber industry include
the supply of timber, forest access
roads and transportation costs, “

the President would continue to
work on these problems in order
tomakea “positive contribution"
to solving the problems of this
industry.
