Change In Juvenile Hall
Setup Planned
Division of authority and the apparent increase of juvenile
residents in the Nevada County Juvenile Hall were the topics of
a presentation by County Auditor-Controller John Trauner, appearing before the county board of supervisors at their Sept, 19
meeting.
Trauner is discussing the married couple system of supervision at the juvenile home said,
that while this method can be
used for "some times" he felt
that as population at the hall
increases, a regular shift work
‘schedule would be in order,
As the situation now exists,
two couples are maintaining the
duties at the hall on a rotation
schedule, He further explained
that increases in detentions there
has, over the years, brought
about a change from the original plan in which just one couple
handled the job’ and lived in the
juvenile hall at the same time.
"Now, the couple on duty lives
there on those days, but must
also maintain aprivate residence
when the other couple is working," he advised the supervisors,
Pointing to the division of authority, Trauner recommended
that one position be classed as
superintendent, with the pay increased from $388 a month to
$415,
The supervisors agreed with
this and other recommendations
made by Trayner in relation to
it, which will cost $2,460 for a
full year,

New Forest Practice Rules
New forest practice rules are
now in effect, according to Deputy State Forester George Gro.

Board of Forestry at its Aug.
18 meeting in Oroville are the
result of numerous public hearings held throughout the northern
part of the state during the past
year, The amended rules, in accordance with Section 4577 of the
Public Resources Code, have the
force of law.
Most significant are the
amended rules covering the
clearance required around
warming fires and the filing date
for a fire plan,
Warming fires will now require a 10-foot clearance, rather than the five feet previously required, The date for filing
the fire plan will now be April
1 of each year instead of the
May 15 date,

A Public Hearing.for the Detachment of the 49ER Fire Department, was
Highway Patrol Standards, not to exceed $2,600.00 per unit,
The Board adopted Resolution 67-222 (A Resolution authorizing the Dept,
of General Services of the State of California, to purchase certain itemsfive only Calif, Highway Patrol Vehicles.)
The Auditor-Controller presented the following business:
Mr, Trauner presented to the Board, a Juvenile Hall Staffing Study,
wherein the following recommendations were made:
A, Increase the position of Supt, from $278 a month plus $60 subsistence
to $855 per month plus $60 subsistence. This person be charged by the Probation Dept. with the supervision of the Juvenile Hall in its entirety and that
all other members of the staff be under his direction.
B. The Board create the position of Asst, Supt, at $325 per month, plus
$60 and that this person be responsible to the Supt. Caring the Superintendents off period,
C. Increase the Matron from $250 plus $60 siiaiatunce to $298 plus
$60 subsistence,
D. That the Probation Officer be requested by the Board, to provide them
with admissions figures to the Hall, so that the Board can evaluate these
positions in the next fiscal year program,
That the Board of Supervisors cause an amendment to the salary Ordinance which would grant permission to hire personnel at the Juvenile Hall
who are married without being in violation of the nepotism section of the
Nevada Co, Code,
That the positions presently in the Exempt Service of this County, become
a part of the Classified Sei vice of Nevada County.
The Study was accepted by the Board, and the Chief Probation Officer,
Matthew Conidaris appeared and complimented Mr. Trauner on a very
thorough report,
The Auditor-Controller was directed to prepare the necessary documents,
te implement the recommendations in his study.
Mr, Edwin Ness, Attorney at Law, appeared before the Board, and the
following business was handled regarding Prosser Lakeview Estates Unit
No, 1 Assessment District.
Mr, Ness filed a revised Change Order’ No. 2,
The. Board adopted Resolution 67-223 (A Resolution overruling objections
and ordering certain changes in the work Prosser Lakeview Estates Unit
No, 1 Assessment District.)
The Planning Director appeared before the Board, and reported that the
Board is to make a decision regarding amendment to the basic provisions
of the Nevada County Zoning Enabling Ordinance No, 196,
The Board adopted Ordinance No. 379 as presented, with one change:
Under Home Occupation, An occupation carried on by the occupants of a
dwelling as an accessory use in connection with which there is no-display,
ho persons employed and no trucks or mechanical equipment used or stored
except that normally associated with a single-family residence--the following
words were added-unless such trucks or mechanical equipment used, is
stored so as to be out of sight of the public.
The Board set a Public Hearing to hear the re-zoning of the Bitney
set for October 10, 1967, at 10:05 A.M.
8. Resolution 67-230 (A Resolution relating to permission for the County
of Nevada, to use certain County Highways within the County of Placer for
the purpose of constructing and maintaining thereon Highways to serve the
needs of the residents of both Counties pursuant to provisions of Section 972
of the Streets & Highways Code.)
The Director of the Department of Public Works appeared before the
Board, and asked for a policy decision, as to whether or not he was to allow
signs to be placed with the County rights-of-way,
The Board went on record as forbidding signs to be allowed on a County
right-of-way,
The work for construction of the Soda Springs Road was awarded to the
low bidder Sierra Paving Company,
At 12:00 P.M, the Board adjourned for lunch,
AFTERNOON SESSION:
The Board reconvened at 1:30 P.M. with all Supervisors presegt,
Dr. W. Keith Seolas was re-appointed on a temporary basis, as the Nevada County Health Officer,
The Board accepted with regret, the resignation of Mr. Harold Wolters,
Public Defender, effective October 31, 1967,
At 1:40 P.M. the Board adjourned as the Board of Supervisors, and
reconvened as the Board of Equalization and the following Actions were
taken:
