The topper came in last Friday, . . .she was about sweet 16, and wanted to know if we would have our photographer “take a picture of me doing . something thrilling soI can try . to get onto one of them TV shows and win a prize?" ‘Try as we could, the pretty little gal and I simply did not come up with a really “thrilling” stunt, so she went home to think it over some more! * kK * The behavior of some people simply astounds me, Case in point. . .last Saturday morning a couple of tourist types purchased a _ barbecued chicken, some fresh’ fruit and a carton of milk; and sat down to eat it in a very public place on Broad street. When ‘they had eaten all they cared to, they went away leaving the chicken carcas, greasy paper bag and empty carton behind them.. . dropping fruit peelings on the stroll to their parked car, As I passed them the man reached into the car, pulled out the dashboard ash tray and threw the contents down on the street behind the car! MAIN 3 R’s PRODUCTIONS STREET, GRASS “VALLEY Winemaking in Scenic Napa Valley By CONGRESSMAN "BIZZ" JOHNSON By the end of this week, I anticipate that the Congress will have given its. final approval to a public works appropriations bill which contains approximately $65 million for Second Congressional District projects, Hopefully, the President will sign the measure and permit various projects of the U.S, Corps of Engineers and the U.S, Bureau of Reclamation to, continue ata realistic pace in order to make progress on the development of water resources. for irrigation, flood control, fish and wildlife enhancement, recreation and other purposes, Timely . development of our water resources is like money in the bank, The proposal which received the final blessings of the House of Representatives and the Senate calls for the start of construction early next year on the Hidden and Buchanan Reservoirs in Madera county, continued development of Auburn Folsom South Canal and New Melones Peservoir projects, construction of the Thomes Creek Siphon on the Tehama-Colusa Canal, the start of design work on the Chester flood control project, completion of Martis Creek Reservoir, to name a few of the key projects fundedby this legislation, The bill is important in another way in that it raises an issue of concern to the legislative branch of government -namely the impounding by the executive branch of appropriations voted by the Congress, The House Committee on Appropriations, in filing its basic report on the fiscal 1972 budget, criticized the administration for its refusal to spend appropriated publie works construction funds, Last year's "budgetary reserve freeze" or-’ dered by the President involved billions of dollars of which $63.4 million was for public works development, It cost us dearly in delays on many, many . projects, Although the additional fonts provided by the Congress to expedite the planning and construction of urgent projects totaled only $63,4 million, their impoundment resulted in an estimated increase in project costs of $73 million and an estimated loss of annual benefits of $169 million, It is just not good business to freeze $63.4 million in funds when the project delays will entail added costs and benefit losses totaling $242 million, «In addition to the basic impact which this has upon individual projects, and we had several in the Second District affected, the practice subverts the constitutional process by which voters thronght their elected representatives choose to spend money on projects which they feel should have priority, These recommendations made by Congress are not made without in depth study and extremely careful consideration, For instance in last year's budget consideration, the committee Studied the proposals for six months, including three months of hearings during which some 1,700 witnesses from throughout the nation testified, These included some of the top experts in the field from inside and outside government, And finally, the impoundment of appropriated funds is not understandable at a time when we are struggling against unemployment, There is no way we can put people to work faster than through construction projects.
