4 The Nevada County Nugget, SEPT. 29, 1971
“Notes off the Cuff’’
By P. L. Smith
Answer, to last week's
"Memory Teaser": February 2,
1963.
The Nevada City Theater was
showing "Yank In The RAF"
starring Betty Grable and the
late Tyrone Power. . .when the
Nugget headlined this story:
"McBoyle Gives Land For Road
Patrol Office." Remember
when?

Saw a new kind of litterbugging on Broad Street the other
day. . .and the culprit got away,
slick as a whistle, A large Airdale came trotting down the sidewalk with a paper bag. between
his teeth. He found a shady spot
"neath a high wheeled vehicle,
laid down. and ripped the sack
open, After eating the contents
in leisurely fashion, the dog
dragged the mangled bag out
into the street and then took off
about his business elsewhere,
with nary a backward glance,

It's not likely that I shall
ever forget one of my first ventures into the realm of the
"Little Theater", . . .way back
in the early 30s. With the aid
of a retired "song and dance"

‘doned Victorian house she could
team who longed for the footlights; the local high school dramatic teacher and some of her
proteges, and an assortment of
would-be thespians from the
business and social community
. « » el became involved in a
situation calculated to give a
professional producer cold
chills, There was only one possible "rehearsal hall" in town
— the loft over our only pharmacy, I rented the old cobwebbed room and spent a solid
week cleaning it of debris collected over half a century, Then
rehearsals started. Everything
was coming up roses until
the song and dance team really
warmed up the act.. .with a
few added flourishes not on the
original. program, At that point,
the ceiling cave in on the pharmacy below! You can no doubt
guess what happened then, and.
why it was some months before
I tried again.
We have some awfully interesting visitors in the office some
weeks; each usually has a problem needing an immediate answer, which we try to supply.
But some of the questions really
make us wonder! Some examples
include the inquiry by a very
young man as to where he could
find "a gold mine that is pro‘ducing in large quantities?”. .
an elderly woman asked if we
knew of a "really big old abanconvert into a Tea and Pastry
Shop?" The topper came in last
Friday, . . .she was about sweet
16, and wanted to know if we
would have our photographer
“take a picture of me doing
. something thrilling soI can try
. to get onto one of them TV
shows and win a prize?" ‘Try
as we could, the pretty little
gal and I simply did not come
up with a really “thrilling”
stunt, so she went home to
think it over some more!

The behavior of some people
simply astounds me, Case in
point. . .last Saturday morning
a couple of tourist types purchased a _ barbecued chicken,
some fresh’ fruit and a carton
of milk; and sat down to eat
it in a very public place on
Broad street. When ‘they had
eaten all they cared to, they
went away leaving the chicken
carcas, greasy paper bag and
empty carton behind them.. .
dropping fruit peelings on the
stroll to their parked car, As
I passed them the man reached
into the car, pulled out the dashboard ash tray and threw the
contents down on the street behind the car! Wonder how the
homes of such uncouth characters look?
Among California's many wine
producing regions, one of the
most interesting and picturesque
is the Napa Valley. Located 90
minutes northeast of San Francisco on Highway 29, the areais
home to approximately twenty
vineyards and wineries, reports
the California State Automobile
Association.
Wine grapes of many varieties
have flourished in the valley
since the 1850's, when European
settlers imported them from the
continent, The climate and soil
of the Napa region perfectly
match (and in some ways surpass) the European wine regions, Many of the original buildings still stand, constructed of
native stone, redwood, or brick,
Most wineries offer free guid}
ed tours which demonstrate to 3
visitors the various states of
winemaking — crushing of grapes, fermentation, storage, and
bottling. These tours usually end
in the tasting room where visi.
tors may sample some of the
specialties of the vintner,
Inglenook, Christian Brothers, Mondavi, and Charles Krug
are only a few of the famed
winemakers situated in this region, :
One tour especially recommended is that of the Christian
brothers in the town of St, Helena, The grand old stone winery, built in 1888, has long been
a Napa Valley landmark, Tours
conducted daily from 10:30 a.m.
to 4:00 p.m. include a large
tasting room with a high vaulted ceiling and masonry walls
‘complemented by the mahogany
paneling of the huge doors, A
‘room upstairs displays Brother
Timothy's vast collection of
corkscrews from all over-the
world,
A trip to Napa Valley, whether for a brief stopover, or an
extended visit to the area's many
wineries and historical landmarks, is indeed a rewarding
experience, Since winemaking is
a. year-round operation, there
are always attractions for the
visitor,

Winemaking in Scenic Napa Valley
By CONGRESSMAN "BIZZ"
JOHNSON
By the end of this week, I
anticipate that the Congress will
have given its. final approval
to a public works appropriations
bill which contains approximately $65 million for Second
Congressional District projects, Hopefully, the President
will sign the measure and permit various projects of the U.S,
Corps of Engineers and the U.S,
Bureau of Reclamation to, continue ata realistic pace in order
to make progress on the development of water resources.
for irrigation, flood control, fish
and wildlife enhancement, recreation and other purposes,
Timely . development of our
water resources is like money
in the bank,
The proposal which received
the final blessings of the House
of Representatives and the Senate calls for the start of construction early next year on the
Hidden and Buchanan Reservoirs
in Madera county, continued development of Auburn Folsom
South Canal and New Melones
Peservoir projects, construction of the Thomes Creek Siphon on the Tehama-Colusa
Canal, the start of design work
on the Chester flood control
project, completion of Martis
Creek Reservoir, to name a
few of the key projects fundedby this legislation,
The bill is important in another way in that it raises an
issue of concern to the legislative branch of government -namely the impounding by the
executive branch of appropriations voted by the Congress,
The House Committee on Appropriations, in filing its basic
report on the fiscal 1972 budget, criticized the administration for its refusal to spend appropriated publie works construction funds, Last year's
"budgetary reserve freeze" or-’
dered by the President involved
billions of dollars of which
$63.4 million was for public
works development, It cost us
dearly in delays on many, many
. projects, Although the additional fonts provided by the Congress to expedite the planning
and construction of urgent projects totaled only $63,4 million,
their impoundment resulted
in an estimated increase in project costs of $73 million and an
estimated loss of annual benefits of $169 million, It is just
not good business to freeze
$63.4 million in funds when the
project delays will entail added
costs and benefit losses
totaling $242 million,
«In addition to the basic impact which this has upon individual projects, and we had several in the Second District affected, the practice subverts
the constitutional process by
which voters thronght their
elected representatives choose
to spend money on projects
which they feel should have priority, These recommendations
made by Congress are not made
without in depth study and extremely careful consideration,
For instance in last year's budget consideration, the committee
Studied the proposals for six
months, including three months
of hearings during which some
1,700 witnesses from throughout
the nation testified, These
included some of the top experts in the field from inside and
outside government,
And finally, the impoundment
of appropriated funds is not
understandable at a time when
we are struggling against unemployment, There is no way we
can put people to work faster
than through construction projects. Public works development always has been a major
