Howard Says City May Lose Gas Tax Monies If It Holds Up Street Jobs (Continued from Page 1) said in effect, the city had only really received one legitimate bidfor the job and that was from Huntington. Councilman Ben Barry moved that the council reject all bids and call for resubmission of bids in early April. j Howard then asked the council to exercise caution in rejecting the bids. He said the city was putting itself in the position of perhaps having to refund gas ‘tax monies and that was where he had come in, Howard was hired several months ago to straighten out city finances and in his study had discovered that the city had gone ahead on a gas tax financed job without state approval and ended up having to pay the state back more than $7,000, He said Monday night that he didnot want that to happen again and urged the council to delay action until he and the city manager could confer with the state. Ingram maintained that there was no danger of losing state funds and that Howard would discover that when he checked with the State, Howard countered that it was his belief that it was Ingram's firm which had been the engineer on the other abortive job which cost the city the $7,000, Barry said he felt Ingram was competent and believed the council should take his recommendation, Ingram said there was no urgency on the~matter and there was still time to check with the state if that was what the council wanted, Barry withdrew his motion to reject the bids and Mayor Arch McPherson moved that the matter be tabled until 7:30 p. m.
