Grand Jury Calls For A
Firm Road Standard Policy
The Nevada County Grand Jury
yesterday took the board of supervisors to task for accepting
inferior roads into the county
road system,
Grand Jury Foreman Harry M,
Pharis and the members of the
road committee, Warren E,
Ridinger, Albert Troost and
O. H. Fuller, appeared before
the supervisors Tuesday and presented the board with a three
page report.
In order to avoid accepting
roads that do not meet any requirements or standards, the
committee recommended that a
resolution determining the policy for road acceptancebe
adopted " and that this policy be
unhesistantly adhered to,
“T he taxpayers and voters of
this county have a right to and
should demand that its legislative body actin a consistent and

Freeway Agreement
With The Creditors
Reviewed By Court
The uncertain status of the
construction of the Nevada City
seg ment of the Grass ValleyNevada City Freeway may be
clarified this week when the
Federal Bankruptcy Court in
Sacramentoreviews a creditor's
agreement for contractor Norman I, Fadel, Inc,
The matter was scheduled to
be heard late yesterday afternoon and both state highway
officials and attorneys for the
contractor's bonding company
meeting with Nevada City officials last week indicated that
the muddled picture of the financial status of the contractor
could be clarified at the hearin e
The job was stopped earlier
this year when Fadel initiated
bankruptcy proceedingsin federal court, The job was allowed
to proceed again when Fadel's
bonding company advanced the
firm money to pay off creditors
over a long term period agreed
to by the creditors,
At thesession last week, a representative of the bonding
company indicated that his firm
was bound by the creditor's
agreement, but if a review of
the agreement indicated that it
was not going to work, his firm
was ready to start making payments,
T he state moved in and took
over the work on two other pro-.

last week, but took no action
on the Nevada City job.
A spokesman for the Division
of Highways in Sacramento was
contacted yesterday for com=ment on the status of the work,
As of Friday, he said, throughout each working day of last
week there was an ayerage of
100 men on the job and they
were accomplishing work on
critical items.
These critical items included
abuttments on the Broad Street
Bridge, placing of 60 inch concrete reinforced drains and
completion and opening to traffic of the Gold Flat Bridge. The
Gold Flat Bridge work has been
an item of concern to local fire
officials and w ork was hurried
so trucks could cross the freeway
at that location,
The spokesman said that as of
yesterday morning there had
been some slackening of work
being accomplished on the Nevada City job “and for this reason
the Califomia Division of Highways is watching it carefully,”
As of the beginning of this
week, the job was still in the
