In. ‘the appointment of his:cabinet Hayes had for sixteen years stood like a sea ‘wall that stays the angry waves that peat against it, Morton, Bluine and) *' Butler have no representative of their opiniones in the President's Councils. The men who have stood up manfully for the principles of the party of freedomin the South have been invited to step down and ont, “and their opponents helped to get up in their places. Every State in the South is now, or soon will be, under the rule of those who drove Northern men from their borders previous to ' he war, and will soon be ready to drive all out who have settled there since the war, While this policy bas been being put into operation the very party in whose interest it is being done have continued to hurl the vilest epithets upon the originator ~. ofthe policy. Still the end is not yet. Ifthe new system brings about whatit was expected todo, all will © be well, Ifit does not, Mr. Hayes ‘will not be so popular as he has been, and the old element which carried the country through the perils of the Rebellion will again come to. the front,wherethey will stay until the rights of all are accorded in the South as well as inthe North. Another Gun Accident. A Moore's Flat boy 11 or 12 years of age, while out shooting on the 8th inetant, shot himself in the right _ arm, under the following circumstances, On returning home he had to get overa low fence, and in doing so put the gun over stock foremost. The hammer came iv contact with a rock with such force as to fire the gun. The charge struck the right ‘arm above the elbow, and ranged upward to the shoulder, laying bare the muscles and bone, and badly mangling the flesh. A doctor from ' Bloomfield was summoned who ‘dressed the wound, and it was thought the little fellow would come out all right. Such accidents will continue to occur until young and old learn to keep the muzzle of a gun pointing away from them. Catrrornia Lanp Case Decision. The Secretary of the Interior, in the vase of Poley and Thomas vs. the State of California, involving title to a school section in Stockton Land District, has decided that title to alt 46th and 36th sections of unoccupied public lands in California vests in = the State at the date of anrvey, if at * that time they are not known to be mineral lands or are not treated as such by the State. This important general priaciple bas never been authoritatively established. The section in controversy was not discovered to be mineral until four years after the date of survey; but accordiug to this decision the State title would have firmly attached to the section it tainerals had been discovered upon it the next day. . To the Publick. This missive has aroused once more the passions of our people. The exposed condition of onr groin fields and the widespread ruin which fire will cause explains the elarm. People no Jonger whisper of banging’ but freely discuss its propriety on the street. ‘That Swain is again organizing his secret band is generally believed. _He threatened as much as soon as released from jail. Ames has taken wing and is not looked for back. Visitors, Prof. Thureau, a mining engineer and-expert, A. Chavanne, Wm. Watt, W, Sigourney, returned to this place from the Ridge above Bloomfield, yesterday, where they have been visiting the Watt Blye Gravel mine, one of the new developments which is about to be made on the ancient river channel, which runs through that section. The gentlemen are all convinced as all others. will be, who visit that section, thatit isthe richest in the State. J. M. Starr, will act as the superintendent of the mine visited, and James Gluyas foreman. We expect to be able to give some mining items from that section, before next winter, that will make the natives sture, Anonymous Communications. The bullion was shipped through Wells, Fargo & Co., to the London atid San Francisco Bank, and was sent below on last Sunday's train. Hume, Wells, Fargo & Co.'s detective, being in the Sacramento office when the bullion arrived made inquiry as to what it was, and on being told it was silver én coming from Marysville, and We ing-ef no silver mines in this locality, his supiciona were aroused, Having to come to tbis place on other business he and Marshal Casad began to investigate the matter, and found that Paul and a small boy had arrived in this city on the 28th ult., and registered at the Western Houze as John Paul and boy, Gridiey’s. George W, Lamdin had been called on by one of the hack drivers to goto the depot on Saturday morning about 9 o’clock where he was told a
merchant from Oakland was in waiting, who wished him to deliversome goods for him. On Lamdin’s arrival at the depot.he found Paal in waiting to direct bim to buck end of the depot, where he found three ls cases’ marked to Paul as household goods. There boxes, Paul opened and took out a lot of bedding, old clothes, books, etc., and thirteen _silver bricks, After depositing them in the wagon he sent the boy who was with him down with Lamdin to the bank while he nailed ap the cases. This was all done while Cunningham the depormaster, was engnged with other business, Puul having been given bis shee soy to open the eases which had been consigned to him. These were shipped from Virginia City on the 27th. Paul then went to the bank end stated his business as spoken of above, He made: inquiry when the bank would have re—Ttarns from San I ranciseo, and on being told about the middle of the week, said he would call on Thursday for the balance. Hume, on gaining all the information he could, left the matter in the hands of Casad and sted to San Francisco on Monday's reight train, telegraphing. Flood & O'Brien, who he knew lost from$60,000 to $100,000 worth of ballion from one of their mills through the dishonesty of some of the employes. On arrival be gave Fiood to understand that innocent parties had advanced some money on what he was sure was stolen silver bars, and on -Mr._ Flood’s assurance that they should be held blameless, he stated the case, and on inquiry it was foand that Paul bad been employed as assistent melter atone of their mills, where he had been employed for about one year, leaving a short time ago by his own option, Hume then started for this plave to effect the arrestof the robber. Finding that he did not putin an appearance on Thursday, and leaving Casad to look out here, Hume left on Friday mornin, for Sacramento, going tnrongh the freight train on its way up. Not finding him on the train he proceeded to ap iheasettie Seaation. when he tec the overland for Sacramento, where he awaited the arrival of the train from San Francisco. Ou its arrival he went through and picked out his Man, a8 described by Lamdin, and took his prisoner to Sen Fruncisco, Thisarrest will probably break up one thieving crew who have been decreasing the dividend of the California mine, Hume deserves much credit for working up the case, and was ably assisted by our Marshal. The bunk will lose notbing, and on being informed of the state-of the case used all their éndeavors to bring the guilty to justice. ; oe Union Hotel.
