BROWN & CALKINS, Prop’éit FRIDAY, APRIL 13. ACARD. To the Qualified Electors of Nevada County. GEnTUEMEN: At the beginning of its present session, your Board of Supervisors found themselves confronted by unusual and unforeseen eomplications. The heavy expeuses, amounting to over $12,000 necessarily incurred into the several murder ~~ rials since our last session, and the largé expenditures for necessary repairs on the Court House and Jail, the County Hospital and in building expensive bridges have created demands againt the county which under a strict construction of the law, as at present interpreted can neither “be allowed nor audited. Heretofore the unpaid balance of each year’s indebtedness has been paid from the sums of the succeeding year. Under this rule over $17,000 of claims of the~last fiscal year were” paid out-of }~ the revenue provided for the present year. Since that time the Supreme Court has ruled that under a strict adherance to the Stete -Constitution the revenue provided for a given year must be applied to the payment of the expenses of such year, and that no debt remaining at the. end of one year shal! be paid from the funds of the succeeding year. We are thus left with a large amount of just claims filed against the county which were unable to pay—neither have we the ability to provide funds for the’ continuance of the county government and courts of justice till the end of the fiscal year on the first of. next July. But our county government must continue, courts o! jastice must be maintained, legal processes enforced, and the inmates of the county hospital and jail provided for. _.The. Board of Supervisors have endeavored to keep the rate of taxation as low as possible and owing to the large shrinkage of values failed to provide sufficient revenue for the current fiscal year. To say that the expenses necessarily incurred in the maintenance of our county ‘government shall not be paid is alike repugnant to our sense of justice, and muinous toa wise and efficient administration of the affairs of thig people. We therefore now resort to the last and only resource by law provided for such an emergency that of submitting to the qualified electors the question of issuing bonds in sufficient amount to liquidate the claims thus accrued, and to provide funds to pay the expenses of maintaining thecountygovernment and couts of justice till the end of the present fiscal year. At Ww o'clock yester.lay morning a fire broke out in the drying room, adjoining the hoisting works of the Nevada City Quartz mine, and almost instantly the building was in flames. The company having good water works the fire was soon extinguished. The damage to the building was between $300 and $400. Some of the workmen hung their clothes up near the stove to dry, and they caught fire, which was communicated to the building. The fire was discovered just in time to save the hoisting works, otherwise the damage would have reached several thousand dollars. The company have at their mine splendid water works, with a 300-foot pressure, and hose enough to reach any part of the building. ener nak Concerts. We learn that the well-known tenor singer, Haydon Tilla, and his accomplished. wife, Viscinia Tilla, will give two or three concerts in ‘this city during the coming week. They gave two concerts at Grass Valley, and the Tidings says every person in the house was more than pleased with the entertainment, and . during the evening Mrs. Tilla was the recipient of several beautiful hoquets, in recognition of her masterly efforts upon the piano. It was an evening of genuine pleasure and well worth the attendance of any lover of music. Grand Opening. We learn from Mr. Green that the Bismarck company, Who are ranning 4 tinhel on “Albion struck a fine quartz stringer, and that they intend following it to alarge quartz ledge, located by the company. The stringer is a yood sized one, and prospected well. The San Francisco Copper mine, at Spenceville, i is doing well. Diptheria at Dutch Frat. Union: —Dr, W._C. Jones, who was called to make a professional visit to Dutch Fiat, Tuesday, reports that there are a number of cases of diptheria at that place, and generally of a serious character. There have been several deaths from the disease. County Assessment. The good looking and affable County Assessor, Dan. Collins, aud his corps of assistants, have put in an-appearance inthis city, and are now ready to have taxpayers furnish a true and correct list of all their wordly goods. " All persons should bépromptin this matter, and thereby save the officers a great deal of time and trouble. The city Election. The city election takes place on the first Monday in May, and jadging from present appearances it will be a very tame affair up to within a day or two before the 7th of May. We have not heard of any candidates for the office of Trustees. Who are willing to accept the thankless position ? Announcements for City Trustees will be published by the TRANSCRIPT free of charge. The Record-Union says: ‘‘There is in Nevada City, a man in the undertaking business bearing the ‘very appropriate «name of ‘ ‘Graves,’ The Union man is mistaken.
