ES TT THE STATE AND. MECHANICS’ FAIRS. P The State Fair is largely aided from he State Treasury. It makes a show of giving premiums for live stock and various other exhibits, and probably does some good in stimulating producers. But the principal feature is the horse race, to, which all else is subordinated. The Fair has lost something of its importance since the inauguration of District-Fairs, which rival it in attractiveness if not in “t tent. The State Fair would probably be more popular if it were held-in_one of the Bay counties, if not in San Francisco. Theclimate of Sacramento is detestable, especially if a sorrocco in. the shape of a north wind happens to be blowing, as is frequently the case in September. Sacramento business men have got an ill reputation in the mountains for their efforts to crush out our industries, and no one here much cares whether the State Fair is a success or not. The Mechanics’ Fair at San Francisco is a fair in the largest sense of the term, and the-effort-is to be made this year to extend its attractions and ome of the mechanical and agricultural productions of the State. Its diplomas and premiums are understood to mean something, for they are not the secondary emanations of a sideshow. It holds its term for a number of weeks, giving the whole State a chance to visit it, and it is nightly crowded with interested visitors. There has been some growling by the promoters of the State Fair because the Mechanics’ Institute does not so arrange its time as not to conflict with the State Fair. We see no reason for this. “=aciety, standing on its own bottom, “Wind has for years exhibited-at the same period of the year. It seems a pity that the liberally endowed State institution cannot compete witha _private enterprise. THE OBSERVATORY. It has cost somuch to .get the big observatory at Mt. Hamilton in running order that. there is not money enough left to run it. It is made a branch of the State university, and will cost $11,000 per year more than it has left of the endowment fund to keep it going. The regents of the university are doubtful about their right to expend the funds appropriated by the State for the general purposes of the university, to start and run this new branch of the institution. We do not see why. Their income is $200,000 per year, and it is not quite apparent what they cah do-with so much with the present number of pupils. The observatory, in good hands, will give the university a renown worth seeking, and perhaps lift it from its present stagnation. All the atmospheric conditions at Mt. Hamilton are so good, and the instruments so far excel any others in the world, that it is to -be hoped the needed funds will be found to nealize the hopes of its liberal founder. A SENSIBLE SELECTION. ~ President Cleveland has at last complimented the California Democracy by recognizing the State and giving it the second best consulate abroad—that of-Paris. In the appointment of Rathbone the president has found a good business man, (he is the Superintendent of Stanford’s race track at Palo Alto); and, not finding a Democrat to fill the bill, he has selected an ancient -and consistent Republican. Rathbone was an aspirant tothe superintendency of the San Francisco mint, under Grant’s administration. We commend the appointment of this excellent Republican, and Mr. Cleveland for stepping outside his own party to find reliable men for the offices, if he can’t find them within it. _ MASONIC NOTICE.
