SAWYER’S DECREE DISSECTED . Ee 4: quoted an article from the ‘Mining and Industrial Advocate’ as to the, Woodruff by debris, which damage & 4 against the North Bloomfield gravel . ** mining company ~and-many~others, and upon which Judge Sawyer based his famous decree which has. destroyed more property, turned more people out of their homes, and ruined a great: . er number of innocent people than any other decree since the révocation of the “Edict of Nantes.” It is truc. ; his decree has not caused the death of go many people, but it is as partisan, . bitter, deep-seated and thorough . against the miners as it is possible for language to make it. Under it no. mine.can be worked which does not . impound its debris or tailings upon its . own land, unless the owner of the} possibility can they get into the canyons. Its language applies to all mines . —quartz, drift, placer and hydraulic. The only mining which might possibly . be exempt from it is river mining, . where no one, noteven tlie Chinese; . can mine and make a liying. There. fore it may, with safety and certainty, be said, it was a decree entirely in the interest of the Chinese. That it has proven so, is plain to anyone who will travel through that portion of on county called the Ridge, where silence . and desolation reign; where, before . this sweeping, bitter, partisan decree, there werepeadreds of beautiful, bap. py homes," and a large, prosperous population; where, were it not -that. the prominent companies have tried 4 to keep their old white employes from . starvation by drifting and cleaning bed-rock, the situation would besnuch. worse than it is. The decree went . . much further than to stop mining, for . it prohibited the water companies from . allowing their water to be used in} “any mine or mining ground.” Ii. any mine can. be worked without in-. fringing the terms of this outrageous . decree, the miners must either eat the . “@ébris Or carry it “off and deposit. it : where it cannot, by any possibility, . get into any stream or water course. . Drift mining has been stopped by a} fine of $1,500 levied upon one compa.«®* my. “Bed-rock cleaning where less than twenty small car loads of material is swept up and washed each day is now “ also in danger of being closed as there are suits for contempt now pending in Sawyer’s Court, where it was proven that not exceeding 15 cubic yards of material was all that found its way into the river in a working day, which did not even discolor the water. In fact, the water passing from the mine . and carrying this material was and is clearer, and has been: so since hydraulicking was closed, than the river either above or below the point where it entered. That this small work, wherein from 6 to 15 men are engaged now and then, contravenes the letter of the decree, is probably true. That it harms anyone, is certainly not true. That it injures Woodruff is likewise untrue. But, unless we mistake the . extent of Sawyer’s animosity against the miners, he willas certainly impose @ penalty as that the sun will rise tomorrow. In his penalties heretofore * imposed upon suchunfortunates as haye fallen into hi: cl@tches, he has ” them to pay the amounts over oodruff, although it is well known robe this man has never been injured the amount of one dollar.
