ASSESSING MORTGAGES.
The Grass. Valicey Union _in “end'avoring {9 explain away.. the
* charges that Mr. Collins has’ dis“ ‘played great extravagauce in the
conduct of the County Assessor’s of" fice, alleges that a heavy additional
amount of labor and consequent expense was made necessa'y by the assessment of mortgages as provided
for under the new constitution. A
correspondent in yesterday’s TRanscrivt showed up some of the weaknesses of the Union’s plea, but he
did not tell in detail how this work
of assessing mortgages was really
doue. We carefaliy investigated
the subject yesterday and found this
. state of affairs to exist: The Recorde:

and presenting to the Assessor o!
F the county a list of ansatisfied
mortgages of record in the former’s
Office, The only additional expense
that can be entailed upon the Assessor’s office on account of the assess,
ment of mortgages is the expense for
clerical work that would be incurred in comparing the assessments as
returned by the officers assessing in
the field with the list of unsatisfied
mortgages furnished by theRecorder and then ‘éntering jupon the assessment books such mortgazes as
have otherwise escaped listing. This
work, at a very liberal estimate, we
are assured does not cost to exceed
hundred dollars,

Concentration of Ores,
The Salt Lake T. ibune describes a
new process of using low grade ores.
Tt says: Where galena ores are mixed
with quartz, and there is an abundant stipply of water, the ore can be
cheaply concentrated and brought up
to such a standard as will give a margin above costs of handling and working. The usual plan with such ores
istoran it through jiggers, which
get rid of the quartz as waste, aud
save the valuable ore almust free from
other substances such as seem to lesseu its value. But m many, locali_ ties there is a difficulty in getting a
supply of water to operate such jigs,
and the cost of concentrating ores i8
too great to give any profit to the
[email protected] =the Yosemite mine;
Bingham, there are thousandsof tons
of ‘a low grade ore, such as is called
black pyrites; besides, a large quantity of carbonates. As this ore shows
~ outices of silver, and $1-in gold, the
balance being pyritesof iron and
black quartz gangue requiring roasting and expensive processes of reduction, it is easily to be seen that
it will not pay to ship. Batif the
valuable part. of this ore can be concentrated so as to reduce three or
four tons. into one, and the cost of
“this concentration is not tuo great,
there is mouey” in’ doing it. The
specific _gravities of quartz being 2.5,
pyrite 5, and galena 7.5, it is easy
> separate these three articles by
using proper machinery and plenty
of water.’ The common plan for doing this is with a jigger, being simply a two-compartm:nt box, in one ;
‘of which is a plunger to agitate the
water, while the other has an outlet
for water through sieves, over which,
“passes the ore to be concentrated,
where,thé ore is galena and quartz,
: except that’ it requires much hard
: _ labor, and frequent delays, while
Yosemite mine found
; jiggers' were not what
~~ they should be for handling the pyites ore of their mine, and they
lately devised and put in operaon a jigger which embraces’ the
siples of all the others, but
«aes age conterruption, and at
is paid $100 a year for preparing . »
about 27 per-centtead, seven-or-eight. —
oe This class of jigger does good work . :
ae .concentrations,, TheThe plunger compartment has a hinged valve for the admission of water
and an. opening. on the other side to
1 tthe Water flow out when forced
by. the plunger, Such arrangement
makes simply a pump for the. purpose of giving au intermitten: flow
through the machine instead of a constant stream of water. As the water
is forced out it passes through a sccond compartment, thenceup throug}
a sieve, over which is fed. the ore to
‘be operated upon. This ore reaches
the sieve through a hopper and spout.
The sieve is placed on a slant, so
that the ore passes across it lengthwaye,'during which time it is agitated and washed by the water being
forced upward at intervals. The
fine ore, called hutchings, falls
through the sieve and passes into the
bottom of the plunger compartment,
while the first class ore goes out of
another place awd falls to the bottom
of the second compartment or box,
and the midd'ing finds its place iu
che third Box, while the pyrites go
out through the tailings pipe. When
the boxes get filled with the good
ore, a plug is drawn and the water
washes the ore down upon a flvor,
‘eatly to be placed in bins for drying
and shipping. ’
Such a machine as we have attempted to describe is capable of ¢ncentrating ten or twelvetons of crude
ore per day, and one man will be
able to operate from one to five sach.
To estimate the value of the operation of conceutrating ores we give
the value of each class, Crude ore
carrymg 27 per ceut lead, eight
ounces silver and $1 in gold is worthless for shipping. When concentrated it gives for every-three or four:
tons of crade one ton of good, carrying 85 per cent lead, twenty-one
ounces silver and $3 in gold. Now
this product of a heretofore useless
article is worth at present prices $44
‘when delivered at the smelters in
the valley. For its production the
Company are at the following expense: For mining and concentrating,
$10; transportation, $7 50; sampling
and handling, $1, making a total cost
of $18 50, which leaves a margin of
$29 50 to the owners.

Interesting Mets About the Assensor's Office in Nevada County.’
The following figures area correct abstract
from the County Auditor's books, and will
be found of interest to taatpayers:
Cost of Assessing the County:
1875. :
Jno. T. Morgan, Assessor's salury... $2,000
bes “Deputy BGs 66s. 2,140
’ 2 $4,140
1882.
Danitl Collins, Assessor's sees 2,000
ido Deputy hire...... 6,030
$8,030
In way of explanation it may be here remarked that a revision of the method of
making assessments under the new constitution, commencing in 1880, made necessary
the hiring of additional deputies for that
year. Since then, however, the work is but
little greater than that of 1875. At any rate
no ci:cumstances can explait. the difference
between $2,140 for deputy hire in 1875, and
$6,030 in 1882, save the extravagance or inefficiency of the present administration.
The deficiency in poll tax collections will
also pfove of interest:
While it is offered as an excuse that the
Chinese from whom large poll tax revenues
were collected have been driven out of the
mining claims, itis well known. that in every such instance white labor has heen sub‘stituted, and the registration “this year
shows a larger voting population by at least
300. This great deficiency in poll tax collections on the year of an important élection
(of an Assessor) may explain the matter,
