The Démicerats to the nuriiber of three hundred were on hand, and the Union men of Nevada were in full force. Be Judge McFafiaiid presided of behalf of the Union men, and Judge Reardan for the Democracy. ‘The discussion was opened by Mr. Gorham. He gave a fall history of the events preceeding ‘the close of rebullidti, shiowing ‘clearly the he tebel States, the destruction of the governmental organizations, andthe meceasity.at the close of the, war of esta new ernments, Republitan in form, and ander the Constitution of the: United States. Wallace claimed that from the cessation of open hostilities in 1805, peace was stablished, and that the States were, from that date, entitled to full restoration’ of rights’ and powers. He cited changes in the policy of statesmen, but “failed to show that those chahges were necessitated by the new issues presented. He talked about the past glory.of Democracy—long past— and eulogised the recent acquisitions to that party, such as Chase, Field and others. On the Chinese treaty question he read from the Vews Letter what he said purported to be the treaty, after acknowl. ig that Gorham had the certified copy of the school clause. He stated:that the Civil Rights Bill gave to Chinese born in this country the right to vote ; a statement which, if he isa lawyer, he knows to be untrue. At the close of the meeting the Democrats and Republicans remained on the ground, and made the air ring with shouts for one or the other party favorites. Each party tried to out-shout the other was beaten. ° There was one point of advantage held by the Union men which could not be denied. During the shouting a yoice was faised that Grant would get the electoral vote of California, and although many betting Democrats were by, none offered to take it. These proceedings, after ingly spirited, as well as good natared. The bill simply declares all persons born in the United States‘citizens, and gives them as citizens the following specified rights: “To make and enforce contracts; to sue, be *] and give evidence; to inherit, purchase, lease, sell, hold ‘and convey real and personal property; and to fulli and equal benefit of all’ laws and proceedings for the seccrity of perdons and property as is enjoyed by white citiishment for this classas is administered against white offenders. © Now ‘this class of persons have enjoyed all these rights in California for years, and if the civil rights bill gives them the right‘ to vote the négroes of California are now hgive that right, and Mr. Wallace must have known it, Women and children are cititens of the United States but they are titled to vote. This bill was simply designed to protect the classes specified against unjust and discrimigating Jaws in Southern States.— . In nearly every Northern State local statutes have given the classes mentioned in the bill all the rights speci» fied, for years.
