The agitation which teu years ago resulted in the stoppage, through the injunction processes of the United States Courts, of all hydraulic mining on’ the Sacrainento aud its main tributaries, caused a loss of at least $10,000,000 per annum to the State and the circulating medium of the country. ture fesolutious were adopted calling the attention uf Congress to the hydraulic iniuing question in this State, and at the last session of the Legislature Governor Markham in his inaugural address brought the matter again Letore the Legtslacure, urging such action as would, in accordauce with the reconimendations of the Board of Government Engineers, secure the necessary appropriations froin che Federal Government for the building of restraining dams and holding. back the inillions of cubic yards of detritus already working its way, with the aid of the winter floods, to the rivers and threatening their navigable streams. The ( hamber of Commerce and Board # Trade o' San Franci.co, and all the sraide. interests of the State, including ‘tticial action hy nearly forty Boards ot supervisors of the State, urged Congress 'y appropriat, resolutions to provide means to restrain the debris avd to peruit the rehabilitation of hydraulic iining. The Caminetti bill was the outgrowth destruction as f the convention of the farmera and uiners of the state. The miners asserted iat the debris could be restrained at a sost of one-half cent per cubic yard, and shat .n appropriation of $509,00) per unum would enable the engineers to effectively carry out the work, but it would enable the hydraulickers to resume operitions without any additional injury. Co still further lessen the . chances of adlitional damage the miners agreed on heir part to pay into the Treasury of the Jnited States a tax of 3 per cent upon she gross output of the hydraulic mines, quivalent to $330,000 or $350,000, to be avoilable by the commission appointed ander the act tocarry on the work. The proposition was agreeable to the far.ners, uid last March the convention appointed tcommmittee, consisting of ex-Chief Jussive Niles Searls, K. MeMurray, J. B dobson and ex-Congressman J. K. Lutvrell, to go to Washington and urge. the iegislation. ‘The miuers raised pearly 613,000 to pay their expenses, : Congressman Caminetti’s bill asked an ippropriation of $450, 00 for the first year’s work in the dams, with the understanding that the subsequent tax of 3 per cent on the hydraulic mines would “be sufficient to tentinue the work ont. em. ‘The Waysand Mcans Committee reduced 6. is amount to $10,000, and subsequently raised it to $30, 00, ‘The miners are satisfied with this appropriation, fee ing confident that at the extsession of Congress more adequate provision will be made, The bill also provides for the erection f the dams at the , roper places on , the Weather, Yuba, l'earaud American rivers. {ts passage will probably insure the resumpti n of hydraulic mining. The minim output of the mines on these rivers is estimated a’ not less than $10, J00,000 and the maximui at $15,000,000 per annum, and will furnish the means tor the maintenance of about 75,000 people. —Kxaminer. Yesterday afternoon Judge Searls received a dispatch stating that.a very important meeting of the State Miners’ Association would be held in San Francisco today, and that it was necessary for him to be present. The Judge left on this ‘morning's train, The Association desiros to come to some understanding as to the best course to pursue in relation to the inining bill which has passed the House, There seems to a difference of opinion as to what action should be purSome~think that no attempt should be made to push the bill thzough the Senate, but let it remain as it is until the next session of Congress. The senate will adjovrn this week and the prospect is not good of getting it through on account of the amount of unfinished business on hand and the anxiety of the members to get away from Washington. Given an Qverivhelming Majority in the Final Test. {Examiner.} Wasuineron (1). C.), July 18.—The House passed Caminetti’s mining bill today, at the opportunity which has been offered in this session, by a vote of 143 to 46, more than three-fourths majority. The fact is a sufficient answer to the criticisims of the persons who have attempted to find cap.tal in the . ast vicissitudes of the bill. The text of the bill, with all the changes wh ch were made in it before passage, is about as it came from the committee, except that in section 3 the last sentence ‘is made to read : “Hydraulic mining, as defined in sec+ tion 8, thereof, directly or indi ectly injuring the navigation of said river system varried on in said lerritory other than as permitte . under the provisions of this Act* is-bereby prohibited.” The end of the provisions in section 15 is made to read that ‘‘ {he owner or owners of such mine or mines be permitted to commence operations, ” Sections 20 and 24 are striken out entirely. In section 25, the word ‘‘may” is changed to ‘‘shall” so as to compel the “prevention of injury to navigable rivers, instead cf leaving it merely permissable tu prevent it. The appropriation of $15,000 is made immediately available to defray the expense of the commission. Mr. Camiuetti late tonight broke away from the friends who were overwhelming him with congratulations long enough to aay: ‘Tomorrow morniiag I am going over to the Senate to camp there till we Pauccecd in pushing the bill through that body. I shall ask fora hearing at once before the committee to which my bill will be referred.” “Do you know yet whit the reference will be?” he waa asked, “Not positively,’ he answered, ‘but we shall try to send it to the Committee on Mines. My original bill, you know, is now in the Committee on Commerce and haa been sleeping peacefully in a pigeon-hole there. I don’t want this, now that we have got it throug! the House, to follow suit; it is important that we get it into a committeé which will go to work on it at once,” : “You feel as sure of the success of your bi'l in operation as you did of getting it through?” ‘Certainly. This ‘Dill affects the river as well as the mining sections Tt means for the Sacramento and San Joaquin rivers what the law creating the Missouri River Coimmission. means for the Missouri, and what a corresponding law in the interest *of the Mississippi means for that river. If any methods have been orca be devised by our. engineers to accomplish the purposes of the mining features of this bill without injury to the rivers, hydraulic mining will Le permitted to proceed.” 27 PERSONAL MENTION, Sucial and Other Notes About People Old and Young.
