\ Of the California Miners’ Association To Be
Held October: 9th.
The following address has been issued by
President Neff: 2 : :
‘On Monday, the ninth day of October, at
1Q0e’clock, a. m., in Pioneer Hall, Fourtti
Street, near ‘Market,in San Francisco will be
held the Annual Cenvention of the California
Miners’ Associat‘on. :
. ? The miners of Califernia are today in a
better pcsition than they been, for
many years. Public sentiment favorable
to their interest, and gold mines are in
demand. There is a desire’ to see the hydraulic — become again pro~
ductive, and the quartz ‘‘prospects
developed into mines. Everybody wants
gold, and we have more of it in California
than any other State in the Union. All
that is now necessary is capital to develop
our properties.
The last convention of the miners of California indorsed a bill, then pending in Congress, which was subsequently amended and
became a law, ‘with some unsatisfactory
features, However, it is found from the
proceedings before the California Debfis
Commission that some of the hydraulic
mines can resume operations under this law.
The State of California has already ‘apprepriated $250,000 to construct dams to
restrain the debris in the rivers, contingent
upon the Government giving a'liké amount.
It should be our endeavor to impress this

to.said purpose, the guld yield from these
mines would be greatly increased.
The people of the State of California begin
to understand that a grave-mistake was
made when the hydraulic mining industry.
was stopped. They have felt the effect of
the decline im gold production very seriously,
and will be glad to see the yield ‘again increased. The opportunity is before us to
“show by our own numerical streggth that
we are in earnest in our effort to double. the
gold yield of this State. So productive an
~ industry merits recognition and will receive
it when the conditions are properly under_ For several consecutive sessions a measure
has been introduced iu Congress, but never
a passed, which merits the attention of miners.

Win. Dibble, son of A. B. Dibble, has
been appointed toa position in the State
Mining Bureau at:’San Francisco, under
State Mineralogist Crawford.
For a low-grade proposition there is not a
better unworkéd mine inthe State than the
old-Murchie. It can be bought dirt cheap for
Bartlett pears, the best that were ever
raised, are now selling for one cent a pound
on the trees, That don’t hardly pay for
picking them. :

It is known as the Stewart Mining Bill, and
peeks to amend the present laws in several
impertant particulars, Sheuld this bill be
again introduced, as appears probable, there
are several features which be carefully considered by the:working miners of this Stete.
The quantity of drift-miniug greund patent~ able; under its'previsions, is so small that it
would ‘not pay te run the long bed rock tunnels necessary to open the claims. © The passage of this bill would be a serious. blew to
the drift miners of thia State. It also seriously affeets those prospecting for petroleum
ia G@alifernia. The prigiuator of this measure
should have his attention called to—the—ubjectionable points.
Another matter which has never received
attention at the hands of the Califernia
Miners’ Association is the perversion of the
mining laws by the ‘‘rulings,” so called, of
the Interior Department. In some instances
the law is practically nullified, and it is
much more difficult for a miner te obtain
title to mineral ground than its original laws
intended. @
ee : ; The attention of Congress should be called
i to these unfavorable features of Department
: Rulings through which the prerogative of
Congress are being usurped.
It is to be hoped that there will be a full
= : . attendance of delegates from the County
organizations, at the convention in San
Francisco. Delegates are urgedy.if they
have any measures to present, to have them
prepared in writing, in order that they may
b> promptly considered.
County organizations are reminded that
‘ funds are necessary to continue the work so
well commenced, and should endeavor to
assiat the State Association as far as possible in thia respect.
