‘he Contraband Question.
The Secretary of War has given the following instructions to the commander of
the land forces accompanying the naval expedition, in relation to the employment of
contraband negroes :
War Deranruent, Oct. 14, 1861.
Sin: In conducting military operations
within States declared by the proclamation
of the President to be in a state of insurrection, you will govern yourself, so far as
persons held to service under the laws of
such State are concerned, by the principles
of the letters addressed by me to Major
General Butler on the 30th of May and the
8th of August. As special directions, adapted to special circumstances, cannot be given, much must be referred to your discretion, as commanding Geveral of the expedition, You will, however, avail yourself
of the services of any persons, whether fugitives from labor or not, who may offer
them to the National Government, You
willemploy such persons in such services
as they may be fitted for, either as ordinary
employes, or, if special circumstances seem
to require it, in ny other capacity, with
such organization, in squads, companies or
otherwise, as you deem most beneficial to
the service. This, however, is not intended
to mean a general arming of them for military service, You will assure all loyal
masters that Congress wtl! provide just
compensation to them for the loss of the
services of those so employed. It is believed that the course thus indicated will
best secure the substantial rights of loyal
masters, and the benefits to the United
States of the services of all disposed to suprt the Government, while it avoids all
nterferenee with the social system of local
institutions of every State, beyond that
which insurrection makes unavoidable, and
which a restoration of peaceful relations to
the Union, under the Constitution, will immediately remove,

A dispatch to the New York Tribune contains the following :
It is well known that Gen, Scott has had
an unsettled account withthe War Department since the Mexican war. Secretary
Cameron has recently given examination
of his claims, now thirteen years old. Jeff.
Davis’s malignity brought bim in debt on
aecount of his expenditures over receipts
in Mexico, and ao far as the Secretary’s reports could do it, discredited him as a financial agent of the Government. Mr. Cameroo bas reported that Gen. Scott was not
only entiled to the money he claimed of
Government, but that he saved to it millions of dollars, which, by the laws of war,
he could have pocketed, under the settled
principles regulating the distribution of
prizes and contribution money. This opportunity of personal advantage Gen, Scott
generously diverted to founding a home
for invalid soldiers, Oue of his monuments,
long after he is dead, willbe the Soldiers’
Home, near Wasbington.

much addicted to indulgence in strong
drinks, While under the influence of brown
stout. not long since, she hurled a bottle
of perfumery at Prince Albert, and followed up the assault with an attempt to set fire
to the tapestry. She was jealous, Albert
had been flirting with the ballet-girls, [t
is also reported by a correspondent, that
the Prince of Prussia, who married the
eldest daughter of Victoria, amuses himself occasionally by whipping his wife and
clothing ia sable her royal peepers. She
shows fight. but lacks the muscle of the
sturdy Dutebman.

and interesting application of the science
of photography is now in daily use at the
famous Mettray colony, near Tours,
(France,) which is a reformatory for young
convicts. Every urchin brought to this
house of correction has his portrait taken
at the moment be sets foot in it, and another is made on the day of his leaving. The
first portrait represents tbe rags, dirt and
misery, the physical and moral degredation, the prematurely careworn features,
the scowling, cowering, timid, uneasy, and
witbal ferocious look of the born thief. The
second shows the same individasl, trans
formed by the magic of judicious discipline,
which includes physical comforts and kind
treatment—his dress is now clean and neat,
and bis countenance is redolent of health,
contentment, self confidence, benevolence
and energy. Philosophy had never in avy
age a grander subject for contemplation

N ORDINANCE FIXINING THE COMpensation of the City Marshal and Policemen.
The Trustees of the City of Nevada do ordain as
follows >—
Sxerion 1, The City Marshal shallreceive as a full
compensation for his services, the sum of one hundred dollars a month to be paid out of the City Treasury. He shall also receive for his services as Collector, fifteen per centum on all monies collected on ac.
count of poll and road taxes, and five per centum on
the amount collected by him on account of other
city revenues; which per centage he is authorized
to retain outof the amount collected,
. Se, 2, Policemen shall receive as a compensation
for their services the sum of ninety dollars a month,
to be paid out of the City Treasury as other demands
against the City.
Sxc. 3. For every arrest for violation of City Ordinances, the Marshal and Policemen shall be entitled to the same fees as are allowed Constables in
similar cases, when the same shall be made out of . Programmes,
the persons arrested.
Sxc. 4, This Ordinance to take effect and bein force
from and after the first day of May a. p. 1861.

Planking of portions of Main and Cayote streets,
The Trustees of the City of Nevada do ordain as follows:
Section 1, It shall be the duty of the property
holders on both sides of Main street, from the bridge
to the junction of Cayote street, and of property holders on Cayote street, from the junction of Main to
the upper end of the gas works building, and they .
are hereby required, on or before the 25th day of .
. September, 1861, to plank said streets, in front of
their property.
Src. 2. Said planking shall be done under the direction and supervision of the City Marshal, and
each property holder shall be required to plank to
the middle of the street.
Src, 3. Should any property holder on Main and
Cayote streets, between the termini above specified
neglect or refuse to plank the streets in front of his
or her property, as required, it shall become the duty
of the City Marshal to let out a contract tor having
the work done, and the property along the line thereof
shall be held responsible for the reasonable expense
of the same,
