Legislative Inconsistency and Incompetency.
_ During the present session of the Legislature members have wasted days and weeks,
at an enormous expense to the people, in
the discussion of abstract questions, which
have but little, if any direct bearing on pubjic interests ; on questions which, let them
be settled as they may, by our Leg'slature,
would exercise no influence on the future of
the State or the people. These questions
and subjects are wholly of a partisan character, and possess no interest for others than
party leaders, or those who make politics a
trade and oflice-hunting anu occupation, yet
to their consideration days and weeks have
been devoted by our Legislature, as if matters of really no public moment were worthy
of the greatest attention and should be treat‘ed with the utmost care by the representatives of the people. Meantime a subject
‘arises for the consideration of our Legislators which involves the whole science of
Government, and on the proper disposition
of which may possibly depend the continued
existence of our present political system ; a
question involving really greater principles
and requiring more careful consideration
than do the questions which divide the Republican, Douglas, Breckinridge and Union
parties. This question our Legislators dispose of without a moment’s thought—withrout a minute’s consideration; thus saying in
‘effect that in matters of great importance
they are competent to act on the spur of the
moment, while in matters of trifling or no
interest they must needs expend more care
and thought than was involved in discovering the process and uses of electricity. Our
Legislators must consume a week in considering who shall be clerk of some Committee,
but only require ten minutes to overthrow,
Virtually, our entire system of criminal jurisprudence. When a class of men who can
act thus recklessly and inconsistently obtain
power, is it to be wondered at that Secessionism rules triumphant, and that our
‘whole governmental structure is trembling
from base to dome? In passing an act
directing a change of venue in the case of
Horace Smith, the Legislature of this State
did more to upset our government, to destroy public confidence in its efficacy, to
create distrust in the public mind, and
awaken contempt for regularly constituted
authority, than have all the Secession rebellions, lynching raids and Vigilance Committees our country ever witnessed; yet to
an act involving so many momentous conse.
quences they did not deign to devote a momeut’s consideration, thougb they have consumed weeks in debating upon qnestions
which, under the most favorable cireumstances, could not advance our State one
particle in the scale of greatness, or reduce
us one iota below our present standing.—

been said that the decisions of Congress are
mportant, because the Confederation provides no compulsory power. But when two
or more nations enter into compact it is not
usual for them to say what shall be done to
the party who infringes it. Decency forbids
this, and it isas unnecessary as indecent, because the right of compulsion naturally results to the party injured by the breach
When any one State of the American Union
refuses obedience to the confederation by
which they have bound themselves, the rest
have a right to compel them to obedience.—
Congress would probably exercise loug patience before they would recur to force, but
if the case ultimately required it, they would
use that recurrence. Should this case ever
arise, they will probably coerce by a naval
force, as being more easy, less dangerous to
liberty and less likely to produce much bloodshed.

to the paragraph “They found her knees all
sound, though her breastworks were a little
shaky.” “It is too bad, I declare,” said the

fast traveling, opposition on the river is
producing its results, and greatly is thespeed
of steamboats increased. Yesterday we
noticed the arrival of the Chrysopolis from
‘Sacramento in a little oversix hours, and today we have to mention the arrival last
evening of the J.T. Wright in six hours and
* half from Sacramento. Quick trips, good
‘accommodations and low fares are the ben‘efits accruing to the public by opposition

_ What the wife of a gentleman of that town
recently took into her service a girl just arrived from Ireland. On the following morning
she accosted her mistress with the exclamation :
“They've been playing tricks upon us.

door.”
Her employer told her that it was only the
newspaper.
“O no!” she answered, “it could not ve the
newspaper, for it was wet. And I rolled up
the one at our door and flung it after the

The blunder cost the editoranother paper,

Postponement!

The farm above mentioned is situated on the south
side of Bear river, in Sutter county, Cal., about four
miles from its junction with Feather river, and four
miles from the town of Nicholaus, and is well known
asCrabtree’s Ranch.
It comprises about 250 acres of land—about one-half
being geain land and the other half meadow land, all
well enclosed with board fence. Upon itisa two story
frame dwelling house, 32 by 16 feet, with a wing 16 by
18, and containing 13 rooms, with front and back
porches.itc. The house has been lotely erected, and si
vthed and plastered throughout.
Connected with the house is a fine garden, stocked
with between 500 and 600 fruit trees, of all kinds,
mostly bearing, and from 300 to 400 grape vines, in
bearing, all of the mostchoice varleties. There is also
an extensive vegetable garden adjacentto the house,
surrounded by choice fruit trees of various kinds An
unfailing well of water, furnished with one of Dixon’s
Patent Wind Mills, which stpplies the houseand gardens with an ample supply of water, at all times, for
bothculinary purposes and irrigation.
Also—a new barn. 60 by 84 feet, not yet completed,
with a well of good waterin the barn yard. Also—a
small dwelling house, 16 by 32 feet, now occupied bya
tenant.
The farmiscapable of producing from 150 to 200
tous of hay. and from 1000 to 2000 bushels of hay in
any ordinary season. There are now forty acres of
grain growing.
The character and condition of this farm is wellknown toali the inhabitants of Bear river and vicinity, and by manyin the monntains
The title to the property is undisputed and unclouded. Itis neither covered por threatened by any Spanish Grant, or other private claim, but is recognised as
public land. and bas been surveyed and sectionalized
by the U. S.Surveyor.
We the undersigned hereby certify that we are acquainted with the above described farm, and with its
proprietor. We consider'the value placed upon it in
the above scheme a fair valuation, and have the fullest
confidence that the entire of the above scheme is fairly
presented, and will be honestly carried out—and that
the drawers will be placed in possession of whatever
prizes their numbers may call for, immediately after
the drawing, upon demand.

from the courtof R. H. Farquhar, Esq., an acting Justiceof the Peace in and for the county aforesaid, bearing date February 21st. a. d. 1861, to satisfy ajudgment
rendered by said‘ Justice of the Peace, on the 21st day
of February. a. d. 1861, in favor of Francis Smith, and
against Robert M. Howland, for the sum of $43 49-100
debt, interest, damages and costs of suit, I have taken
in execution. and will sell to the highest bidder for
cash, the following described property, to wit: A
certain mining claim on San Juan Hill, and bounded
as follows: un the west by the Empire Co. claims and
the Moore & Readshaw claims, on the north by the
Star Co. claims, on the east by A. Henry’s ground, on
the south by the road leading from San Juan to Sebas‘Poh On Saturday, March 16th, 1861,
between the hoursof 10 o’clock a.m. and 5-o’clock p.
m., in front of the office of R. H. Farquhar, Esq., in

as the property of Robert M. Howland, to satisfy the
