5 A Strange Fact.
It seems strange that the border States, as
they are called, should have relinquished
their neutrality and declared for the South
ern Confederacy because South Carolina
thought proper to makea rash and ill-advised
assault upon Fort Sumter. If the Government had attacked South Carolina, or any
of the Forts held by the Southern Confederacy, then there would have been at least
some excuse if not an entire justification,
for the proceeding. The Government would
literally have been the aggressor. As the
case now stands, however, it is very different. That assault, so pregnant with future
Serious events, should rather have excited
the indignation than the sympathy of such
States as Virginia, Kentucky, Tennessee and
Missouri, and increased their loyalty for that
Union which they had previously shown so
much reluctance in assisting to destroy.
‘They have decided otherwise—a measure
which they will regret when repentance
comes too late to repair the injury.
Neutrality was certainly the wisest policy
for the border States to adopt—a policy dictated by prudence, self-interest, propriety
and patriotism. South Carolina commenced
the war with the direct and avowed intention of dragging the border States into it,
which deprives the latter of the poor excuse
of ignorance of criminality in her designs.
South Carolina and the border States both
knew—for the published letter of Major
Anderson was evidence to the fact—that in
two or three days more they could have possessed Fort Sumter without firing a gun.
But this did not suit South Carolina. She
was determined to have a conflict of arms.
She took the initiative of it at Baltimore, by
breaking up the Democratic Convention, and
now, that the fruition of her traitorous hopes
was a thing clearly possible, she urged on
the encounter, which, in a spirit of enlarged
philanthropy, we cannot but wish may end
in the absortion of her State boundaries,
and the wiping out of her distinctive nationality. This is the only way in which she
can hereafter be kept quiet, and the masses
of her population benefitted.
In precipitating this war, South Carolina
has vindicated her chivalry at the expense of
her discretion. She fights for the love of
the battle. It may prove expensive, but it
js heroic. Cotton is King, and she is desirous of procuring him a crown and sceptre.
Macbeth had a similar ambition. He obtained both by somewhat similar means. It
might profit South Carolina to pursue the
moral of his story.
The border States hesitated to join the
Southern Confederacy in its first movements.
Then no act of war had been committed.
‘The Government had done nothing to invite
hostilities. Its forbearance was even considered detrimental to its honor; but the
border States approved it. Then the Government is assaulted, and in this violent proceeding they find an argument to justify
them in joining against it also! This, we
say, is the strangest morality, the most incomprehensible logic we ever undertook to
study—entirely Southern in its origin—and
-only paralled by that other heresy, that the
patriotism of the American citizen should
be circumscribed by State lines, and discard
the flag of a common country !

A Harpy Man.—The Transcript, speaking of
‘the Hon.(?) John C. Burch, says: “ He is residing in Weaverville, where the community, of ail
_parties [our italics] are his friends.”
Happy man he is, truly! We do not envy the
Weavervillans their happiness in having such a
‘distinguished Honorable gentleman in their
midst. Hope they will keep him amongst them,
‘and never again suffer him to wander from home,
or to make a fool of himself by writing Pacific
Republic letters, or uttering secession speeches.
Very sorry to learn that he cannot be prevailed
‘upon to claim a seat at the proposed extra ses“gion of Congress. Can’t see how we can well
“spare him from the councils of the nation. Ra“herthink the wheels of Government will stop,
‘unless we have his Herculean strength to start
“the cars and to lift the Union vehicle out of the
“mire of secessionism and the slough of despond.
Oh, Mr. John C. Burch !—Hon. Jno. C. Burch
“—do, for the sake of your bleeding country, help
‘us in this our hour of trouble, by claiming a seat
“at the proposed extra session! Oh, do! Won't

“Way don’t you put ona clean shirt?”
said a swell the other night to a companion;
“and then the girls will smile on you as they

was the reply. “Why?” asked white‘collar. “Because,” said soiled collar, “every*body’s mother isn’t a washerwoman.”

Jusa.—The following anecdote of the late
John Randolph, of Roanoke, was recently
told by Mr. Cotton, the author of the biyey of the Honorable Nathanicl Macon,
Randolph’s favorite body servant, Juba,
had offended his master very much. Ia
consequence, Juba was summoned to his

“You know, Juba,” said Randolph, “how I
settle my quarrels with gentlemen—on the
field. You will have to fight mea duel with
pistols.” The pistols were produced and
loaded, and one of them given to Juba, Eight
paces were measured off in the parlor; it was
agreed that they should stand back to back;

They took their places, Juba happening to

Randolph wheeled, but no Juba was to be
