Tho Patent Law Amendment Act, of March 4th, 1861, and
March 3d, 1463, now in toree, Introduces several tmportant
changes in our Patent System. Tho general practice of the
. Patent Oflice, however, In regard to the examination and
Issue of Letters Patent for new Inventions, remalns nearly
the saine as heretofore.
Yhe amendinent of 3d March, 1863, provides, in section 3,
that every patent shall be dated as of a day not later than
six mouths after the thme at which it was passed and allowed, and notice thereof sent to the applieant or -his agent,

A Cavent Is a confidential communication made to the
Patent Otlice, and Is thercfore filed within its secret archlves.
The privilege seeurcd nuder a caveat Is, that lt entitles the
caveator to reeeive notice, for a perlod of one ett, of an
application for a patent subsequently filed, and whieh Is adjudged to he novel, and is lWkely to interfere with the {nyeittion described in the caveat, and the caveator Is then required to complete fe Saas & patent within three
inonths from the date of srid notice. Caveat papers should

reduced to ten dollirs; and this sum docs not apply, as

discriminate against the fuhabitants of the United States.

fees lor preparing the various documents and drawings.
