The Librarian shall canse to be kept a register of all books issued and returned ; and all books taken hy the members of the Legislatnre, or its officers, shall he returned at the close of the session. If any person injure or fail tu retwn any bouk taken lrum the Library, he shall forfeit and pay to the Librarian, for the benctit of the Library, three times the valne thereof; rad before the Controller shall issue his warrant in favor of any member or officer of the Legislature, vr of this State, for his per diem, allowanee, or salary, he shall be satistied that snch member or officer has returned all books taken ont of the Library hy him, and has settled all accounts for injuring such books or otherwise. Sec. 15. Books may he taken from the Library by the members of the Legislature and its officers ducing the session of the same. and at any time by the Governor and the officers of the Executive Departwent of this State who are required to keep their affices at the seat of government. the Justices of the Supreme Court, the Attorvey-Gencral, aud the Trustees of the Library. a T (ey _ a } Tt —=S, (DD O.
