TOPICS OF THE DAY.
What between the politicians and the
-budgets of the Pony we are kept in a constant pother of doubt and disbelief. If the
politicians are entitled to credence, three
Governors of California will be elected next
; 2 Wednesday, a something that seems exceed‘ingly unreasonable. Nevertheless, we have
been solemnly assured by gentlemen of distinguished\position, that McConnell, Conness, and. Stanford will, each, sweep the
State like a whirlwind. Every politician
who accords us the honor of letting us into
the secrets .of the futute, confidently pre
dicts the success of his espevial ticket, and
as confidentiy predicts the defeat vf both its
antagonists. Our self-imposed neutrality
forbids our venturing any predictions of our
own, as to the result of next week’s election,
. further than that the party which polls the
most votes will, in all human probability, be
the triumphant one. There will, however,
‘be a good deal of ticket-scratching and helter-skelter voting, so that it is rather presumptuous to say that any of the parties
will be completely triumphant. We think,
though, that but one Governor will be elected.
In the meantime, let the politicians go
ahead. Weshall be content to vote for the
men that suit us best, without regard to the
party tickets in which their names are emblazoned.
The Pony we once thought a great and
glorious institution ; but, of late, it so prevaricates in its statements and jumbles up
its views in such perplexing confusion, that
we have nearly lost all confidence in anything it telle us. Whenever we havé ventured to build a theory upon the subject
matter of any one of its budgets, we have
always found our theory upset and demolished by the next arrival of the tormenting
little creature. It has given us so many contradictory yarns about the affair of Bull’s
Run, that we are in some doubt whether a
battle ever was really fought on the margin
of that classic stream. There is much probabjlity that it intends serving us with the
same sauce in regard to the alleged battle
near Springfield, Missouri, on the 10th of
this month. It first told us that General
Siegel had lost but one field-piece, and next
it. tells us that he lost five. It first killed
Generals McCulloch and Price of the Secession army, and the next thing it has them
alive and busy at work as ever. How many
other corrections and emendations it may
yet make to its first bulletin of that battle, it
is impossible to conjecture ; but it is a fruitful theme, and, no doubt, it will make the
‘ most of it. “Hereafter we shall undertake
no gloss or commentary on the Pony news,
but let our readers devour and digest it as
Heaven may give them appetite. ©
The war for the re-construction of the
Union, it seems, is to go forward, and it also
seems that California is to have a pretty big
finger in it; the Governor having, in response to the requisition of the Federa) authorities, issued his authorization for the en‘Vistment of four regiments of infantry and
one of cavalry. The cavalry regiment, we
' presume, will soon’ be raised, but the four of
infantry will occasion rather more tedious
work. The Union sentiment of the State
has been tortured into such a mere shuttlecock, to be knocked about. between the battle dores'of the Republicans and Union Demoérats, that it has very much lost the vitalfty it had six months ago. Something more
direct and palpable than patriotic editorials,
_ speeches, and songs will be needed to put
five thousind California soldiers in the field.
_ Nevertheless, for the honor of the State, we
wish the experiment success.
The pobticians of California are of exceeding honesty—ae Othello says of Iayo—yet
they sometimes do little things that have
a-savor of meanness in them. Yesterday, a
San Francisco telegram to this City brought
" the news that: the Times, the organ and exponent. of the Republicans, had hauled
Aown the Stanford flag and hoisted that of
Connese, thereby leaving the inference:to be

was very much disturbed duritig the election,
negroes parading the streets with pistols and
clubs, and assaulting voters and other peacable citizens. Thrée persona were killed and
several badly wounded, when the rioters
were suppressed by the military.
«COMMANDER OF THE OVERLAND CAVALRY.—The Los Angelos Ster says that Lieut.
B. F.Davis of the Frst Dragoons, late in
command at Camp Fitzgerald, has been ordered by Gen. Sumner to San Francisco, to
take command of the cavalry now organizing fer the protection of the Overland Mail
service.
EMIGRANTS FROM TEXAS.—Seven hundred wagons are reported to be on the way
between San Bernardino and Los Angeles.
They represent that the condition of Texas,
since her secession from the Union, is of a
very deplorable character.
"Garibaldi has issued & proclamation
to the women of Italy, calling upon them to
aid in the moral improvement of the country.
‘I have such deep faith in the generous
hearts of our Italian ladies, without distinetion ofelass, that I venture to address them
and to invite them to carry out this noble

of collecting means ef every kind in Italy,
and other parts of the world, to assist the

condition of the poor, and raising t in
their own estimation, we may show that the
title assumed by us, of a free and civilized
people is not unrightfully assumed,; and that
mankind, according to the law of Christ,

JUSTICE IN HOLLAND.—When two persons are about to enter alaw suit, they are
first obliged to go before a tribunal of reconciling judges, called the peace, makers. If
the parties happen to bring with them alawyer, the first thing done is to send him about
his business—on the same principle that we
take off wood from a fire we want to extinguish! The peace maker then tells the
parties, “‘ youare certainly greats fools to
spend your money, for the procuration of
your own ruin; we will bring you to an accommodation without costing you ene farthing.” If, after this, the rage of litigation
happens to be too violent in the parties, they
put them off to another day, in order to mitigate the symptoms of the disorder; after
which, they summon them a second and a
third time. If their folly is then incurable,
the page makers consent that the parties
shall go into_a court of justice, in the same
manner that we abandon an incurable member to the lunacy doctors. The law then
takes its course. No man’s will and testament is valid in Holland, without a copy of it
being ey ag deposited in the Register’s
office kept for that yutpote, Thus preventing the various frauds of altering. underlining, ante-dating and destroying, so common
in other countries, :
Ee The Siamese ambagsadors to the Emperor Napoleon brought from the first king
a letter written’ on a sheet-of gold, and presents of great value; among them a royal

rubies, and a royal girdle made of gold set
with diamonds.

ANOTHER MAMMOTH GROvVE.—Another
mammoth grove has been discovered in Calaveras county. The trees, it is said, are larger than those of the grove near Murphy's.
STEAMBOAT ExPLosion.—The boilers of
the steamboat McClelland, exploded at Red
Bluff, on Sunday evening, with most disastrous consequenees. Fifteen persons,’ inwere killed and eleven seriously injured. As
the Clerk was killed and the passenger list
been ascertained.
CoTTON.—At the late annual meeting of
the Cotton Supply Associating held af Man-.
chester., England, the report of the Committee as to the result of operations was discouraging; but further effurte in India and
Western Africa were recommended, in view
of American troubles.

Wanted To Kit a Kinc.—On July:
in the morniog, when the King of Prussia,
after his customary walk.in the Lichtenthal
Avenue, was seated near the stone fountain,
a student of Leipsic approached him, and
léveling -a pistol at his bieast, pulled~ the
trigger. The force of the charge happily
. caused the bullet. to rise, and the ball only
shoulder. Arrested on the spot by the
promenaders who heard -the report, the assassin was taken before the chief magistrate
of the.city, and was examined in the pre‘sence of His August Highness, the Grand
Duke of Baden. It is stated that the student confined himself to the reply, while
avowing his crime, that his only object was
to free Germany from a prince who was not
hi aa active in the cause of German
unity.

army, says:
We must state one fact, at wheatever cost.
The Union army,which was launched against
the Bull Run labyrinth of masked batteries
last Sunday, had never-even once been exercised in movements by division, during the.
two or three months it nad been lingering
about Washington, and net a hundred men
in a briGade knew their Brigadier by sight.—

GARIBALDI.—Several weeks ago one of
our Consuls ‘abroad expressed the opinion
that Garabaldi would visit this country and
command a colnmn_of Unien forces; if the
President of this Government would indicate that his services were needed. ‘There
has been no official action, but it is understood he has taken measures to-ascertain if
Garibaldi would accept a command f offered,
and has authorized.parties to express to him
the gratification it would afford the President
to witness his return to the United Statee>
and see him at.the head of a column of our
troops. :
A letter from Minister Fogg says Garibaldi
said: “If the. United States war for freedom, I am with you, with twenty thousand
men.
A PELL-MELL FigutT.—Wilkes in his
description of the Manassas fight says :
Never‘was there a great battle fuught more
pell-mell sinee war-began: never was valor
so completely thrown away. In fact, instead
of being conducted upon its plan, or upon any
plan whatever,it be came, through the incompetency of its chiefs (perhaps caused by
their despair,) a mere succession of desultoty fights, in which small brigades, isolated
from all general command, were trying the
hardness of their heads against the toughness
of iron and deeply matted walle.
