FRIDAY MORNING, FEB. 6th,
SuPpREME JUDGESHIP.—A bill has been
recently reported by the House, Judiciary
Committee which provides for the establishment of Circuit Courts for the Districts of
Oregon and California and the appointinent
“of a new Associate Judge of the-Supreme
Court to be chosen from the Pacific Coast.
The seasions of these courts are to be held
‘at San Francisco’ and Portland. The Circuit Courts of the United States in Culifornia and Oregon are abolished by the bill.—
‘The new court is to be composed of the 8upreme Jadge or the Asscciate assigned to
this coast, and the District Judges of the
Northern or Southern District of California,
any two of whom shall constitute a quorum.
‘This isa step in the right direction. The
Pacifié slopa should have & voicein the high‘eat judicial councils_of the Republig. Her
‘interests so various and so differei€ from
those of any other section, demand that the
wman who is to be her Tepresentative on that
bench shall be thoroughly acquainted .
with her necessities, and should therefore be
selected trom her ows sons. We learn from
. the correspondent of the Union that seme of
the Representatives in Congress who have an
idea that fothing good can come out of California, propose to furnish us witha mah to
represent us on the Supreme bench. Our
representatives in Congress will reject this
kind offer of our friends. They prefera man
who is thoroughly uequainted with the mining laws and interests—a man who™can examine understandingly into the law concern
ing Spanish grants: This can be dove better by a man who has, by the ‘practice of his
profession on this coast, become personally
acquainted with history off and laws govern‘ing these matters.
This bill, says the ‘correspondent of ‘the
Union, “is understvod to have originated
with A. A. Sargent of your State, and to his
indefatigable exertion in season and out of
season, the bill owes its present state of fors
wardness.” Mr, Sargent has, in the short
time that he has represented us, done more
for the welfare_of this coast than. all who
have gone before him. It is mainly to him
that the State is indebted for the success of
the Pacific Railroad bill, the exemption of
mining claims froin taxation, and iow this
Tast menaure; wmpet as important. Not only does he deserve the thanks of his imme.~
but of the whole coast.
Nothing that ability, energy and adetermination that sees no obstacle where the good
of the State is concerned, is wanting in Sars
gent. The people of this coast will be most
fortunate if they can always be represented
by euch» man.

The Custom House folks went to Sacramens
to buzz for Phelps—a_boat-load of them—
and “busted him out,” so to speak. Their
influence proved to be of a negative character, showing that times have changed and
men changed. with them. Of course, it is
understood that the purpose of most ot the
candidates who hang on to a forlora hope is
to obtain.a meastre of celebrity because of
having once “been voted for, for United
States Senator!" That very fact, you know,.
is supposed to pre-suppose the possession of
great abilities. Atleast, so your correapon:

way to end the stubborn contest except one
desperate measuge : To allow Conness ‘to

splendid talker, but, like a good many of our

= Rev, Geo. B Taylor is lecturing on
moperance in Shasta county.
EPThe editor of the Marysville Express
oceupies a. most despicable position in this
. State. Every. issue of that paper centains
extracts copied from all the traitor organs
in the United States. It publishes the trials:
and misfortunes of traitors who have deen
arrested in Northern States and placed out
of the reach of doing any more harm. Bat
when the scene is changed, and thrilling acs
counts of murder and robbery of Union-men
at the South, simply because they were loy~
al, this sanctimonious sheet has not a word
tosay. Why did’nt+that-pure paper publish
the account-of-that sterling patriot, John F.
Phelps, of Plymouth, N.C., who was robbed
of $8,009 in gold, the hard earnings of an industrious fife, his houses burned, his valuable
furnituré“deatroyed and his wife shot-dead.?
A reward of $1,000 was also. offered by the
traitors for his head, and a fellow by the
name.gf Joe. Griffin belonging to the 17th
North Carolia infantry, boasts that he shot
Phelps: wife. No, the Express would not
publish anything of this kind forthe simple
reason that it intends to give-enly one side.
Yet it could re-hash two columns about Olds
whose treatment was as good as he deserved.

We do not believe a word of it. We have too
much confidence in our Representatives to
even think they entertained an idea of proving tiaitors to the Hon. A.~A. Sargent. —
They were elected as_friends of our towns:
nian-and we know they will be true. A
great deal of feeling against them is being 4
engendered in regard to the matter which .
we are confident is founded on false reports.
As a matter of course they will be politically
killed in this county if they pursue a different eourse from that which they pledged the
convention when nominusted,
THE. KILLING OF DeRRICKSON.—General
James Allen, editor of the Washoe. Times,
corrects the account of the murder, which
we published from the Virginia Union, and
says: ‘The fact is that Swayze drew his
revolver first, and held it presented at Der?
rickson while he ‘retreated through the office doer. They both fired simultaneously,
and some are of the opinion tht, in the first
shot, Derrickson receivéd his death wound.
