The laws of 8 ‘State have, been outraged, they say. When one sttempte in disinterested spirit to save the credit of 2 State same way the laws of nature, more sscred\ still, are violated when one person saves red ibe the understanding ef the people, for’ whom faith avd with a distnterestedness rarely seen iff'a public servant. At Grs$, the miserable dogs of the Sacramente’and San Francisco {press sought zealously to impress it upon the public mind thatthe Treasurer had been speculating for bis own benefit, and although we took occasion to say that the money saved was in the State Treasury subject to the disposal of the Legisiatare, the same news" . papers continued to insist that it was in the pockets of the Treasurer dewn to the me ing of the Legislature, when the {acts were authoritatively published, and there could be ‘no longer room to doubt t “hiad acted; not for his own benefit; but for the bebefit of tate. The money was there aod to-the disposal of the Legis" the press thought that not enough had been saved. The brokerage was said to be twogrest. Perhaps'it was, judged by the rates of exchange published. But what were the facts? A small amount of greenbacks-could be bought cheaper than # large amount. Thus, when the smugg'ed shawls were sold on the account of the Government, the demand for eighteen thousand dollars in gtoenbacks ruised their value two per, cent. in the market. So,when the Tressurer _ ‘wanted sixty-three thousand dollars in greenpacks similar effécts followed, and not sv much could-be made by the exchange as the . Mirket-rates of the“article would seem to justify. This matter having been satisfactorily explained, and no doubt now existing in the miod of any reasonable man who has done ‘himself and the Treasurer the justice to ex‘aunne into the merits of the case, there is ~ ‘ealy one point upon which the peiis of the de‘faming dogs can fall with any hope of creating a false impressiow, and that is the letter: ofthe law under which thé Treasurer has acted. It has been conclusively and decisively proven by the Treasurer himself in his ~ able Report, that the Jaw of .the United States levying a tax upon the States contemplated its payment iv greenbacks, and that ite paymentio, that sort of currency worke ‘no evil to anybody, since the centracts awarded by Government were based on greenbacks, and coin enough is received from the fustom House in San Francisco to pay all those employees of the government, such as soldiers &c., whose small salaries demand they should be paidin gold. So,-as between the Treasurer and the Government there can be no cause for complaint. The ‘Treasurer has acted in accordance with the intent of the law.of Congress. Ae The whole matter ie then brought down to this: Has the Treasurer violated the ’ State law, and what iojury bas resulted ? Nobody, not a solitary honest man, whe nem anything of the transaction, believes the reasurer has been governed but by the _ best-of motives in this affair. But the law! Ake law ! is now the only gabble of the press., ‘Well, let us take the newspaper statement of the law, which is probably in the strongest light it can be presented against the Treasuter. It is said the Treasurer is obligated to _pay in coin, what he receives in coin. Very well, That law was made long before greenbacks were thought of. A case was presentéd to the Treasurer similar te that of a man obligated to pay aceriain amount in gold to another bya certain day, But the latter of fered to take his pay in something eles worth less, and certainly the former is not guilty of a crime by accepting terms more. favorable to himself or agent, than his former obligatious called for. ois ee ee But the law was not made tu restrain an 2 \ ~*" honest nan from doing a meritorious act, but ' to hedge the dishonest, It is nut the true _epirit ot law to restrain a man from doing good, but evil.
