Mexico.—President Jaurez, by a decree dated 18th Nowémber last, permits paper tobe
introduced into-the Republic of Mexico free
of duty. The preamble of_ the decree is
translated into English as follows :
“That in view of the very great scarcity of
paper in the market, and the high price to
