The Marysville Democrat, however, publishes the following. reply to one of the Record-Union’s articles : In the Minera’ Convention of January 22, 1892, there were a large number of representative men from. the valley counties, including Hon, Grove L. Johnson, R, T. Delvin, Hon. ©. P, Berrys How. Jobn Boggs, Hon. C. F. Reed and others, These gentlemen joined hands with the representa. tive men of the mining counties to devise means by which the long continued litigation hetween the farmers and miners could be settled. After two days of deliberation the ecnvention by unanimous vote adopted a menuorial to Congress, in which the theory of restraining dams was urged in strong terms, In’ the: memorial the following. appeal was addressed to the National law makers: ‘We earnestly Fréquest you .to make sufficient appropriations for the erec~ tion of dams or other restraining works in accoriance with the report of said Commission as may be provided, in order that the debris resulting from hydraulic mining may _be re:.trained ag contemplated in said re— ports; and that the same may be constructed at such places as the needs of mibing industr'es and for the protection and preser— vation of farming. and other interests, as may he recommended by _the Government enginvers.” Robert T, Devlin was a member ot the committee who drafted’ the foregoing and he fully indorsed the sentiment, in a speech in the following language: “Tt is just what we want. The memorial fully expre sses the sentiments of this convention. There has been no desire on the part of the committee to limit the erection of dams at any particular place.” Grove L. Johnson, Hon. C. P, Berry, Senator F, R. Dray and others of the valley delegates made speeches and indorsed the memorial, A law of Congress was passed in accord with the condi tions contained in the memorial, a Commission of Government Engineers was appointed and they have been at work about two years. They have complied with therequirements of the law and have compelled mine owners to erect dams to restrain the debrig Washed trom the mines, yet the Record-Union would have its readers believe that the debris from the mines operated under permits is turned into the rivers. The comparison ofthe Parks brush dam érected in the bottom lands ef the Yuba river where the channel is nearly two miles in ;width with the restraining works at a mine is simply a farce. These works are constructed under permit and the direction of the U. 8. The insurance agents at Grass Valley this morning announced a reduction of rates of twenty-five per cent. We understand that in.some—instances_as high as sixty per cent reduction has been given. Thus far the cutting of rates has not been started in this city, but the agents are all expecting a move of this kind and are ready for it, all ‘having instructions to meet any ‘rates offered by other companies. An_ outside agent today offered a business man here a reduction of twenty-five per cent. The break in rates will probably come in a day or two, Ss SO Hyman Wins. The jury in the case of L, Hyman,tried at Grass Valley yesterday on a charge of obstructing the sidewalks, rendered a verdict of not guilty. Hyman was arrested for violating a city ordinance, His attorney, A. Burrows, claimed that the proceedings in the case were illegal. and--therefore void. C. W. Kitts conducted the prosecution.
