Sr. PETERSBURG, August 29.—By order of Emperor Nich: olas Count Mauracliff, Foreign Minister, on the 24th instant handed to the foreign diplomats at St. Petersburg a note declaring that the maintenance of peace and the reduction of extreme armament which is now crushing all nations is the ideal that all, governments should strive for. The Czar conSiders the present as a favorable time for the consideration of. this movement and suggests that the powers hold an international conference asa means of ensuring real and lasting peace and the. determination of excessive and increasing. . armament. Will Probably Cause a Sensation. Lonbon, August -29.— The Czar’s proposal for an interuational conference is likely.to produce a sensation throughout Europe: «Coming from such a quarter and at such a time the proposal is apt to have an important effect. It is likely that with’ Russia taking the lead Germany, France and other nations will follow. The proposal, it is believed, was submitted to the German Kaiser in advance. English newspapers approve of the movement but express grave doubts as to whether it can be successfully accomplished. . Resuming Their Former Occupations. Manra, Angnet 29 —Iydications are that the natives will all soon. resume peaceful pursuits. They are tearing away the trenches from around Santa Anna and Pasay and are resuming the cultivation of their fields. No agreement has yet been reached with Aguinaldi, but it is rumored that everything will be satisfactory. He has removed his troops back to the interior of the island, leaving everything in the vicinity of Manila free from the presence of his soldiers. Fatal Railroad Accident. BIRMINGHAM, Ala., August 29th'—A special train carrying the 69th New York troops to a new camp, jumped from the track while running at high speed: Five cars rolled down an embankment, killing two soldiers, fatally injuring another and hurting” more or less seriously several others.
