VERY writer in the State will probably tell his owt particular readers the ways and wherefores of the jail-break at Folsom. Some will claim it was the re sult of carelessness or cowardness on the part of the officials, others will say it was one of those things that cannot be prevented in even a well regulated institution. Toa certain extent both may be right. To our way of thinking, such an outbreak may be traced to the maudlin sentiment of the late legislative prison committee, which jumped on the Wardens of the prisons because they did not treat the men brutes in the institutions as Sunday School scholars. Those fellows who care nothing for life or law or order could well be expected to take advantage of any such false sympathy created by a committee which, nine chances out of ten, simply wanted to get into the newspapers. If that committee had said to the Wardens, we want you to maintain order peaceably, if you can, forcibly if you must, there would be less insubordination. Moral suasion may be all right, but it is out of place in a State prison where the conscienceless of mankind are confined. A good club in the hands of a brawny guard is worth a lot more than a dozen lectures on human kindness. That may not sound very Christianlike, but it is horse sense. THE EAGLE AND THE BEAR. HE United States and Russia, the most democratic and the most autocratic of nations, have always been good friends and it is gratifying to know that the diplomacy of the President and fohn Hay has been equal to a maintenance of former good relations with Russia under trying circumstances. To be sure, Russia has declined to receive the petition of the Hebrew. citizens of. America in relation to the treatment of the Jewish people in that country, but the important part has been not eo much to place the representations in that petition before the Russian. government officially as it was to get them before both government and people unofficially and that has been accomplished. Although evidence which has been given before a jury may have to be stricken out by order of court, all power of bench and bar cannot prevent its having effect upon the minds of the jurors who have heard the forbidden testimony. The protestations of the American people have availed much and will avail still more, no matter what becomes of the petition Regarding the opening to commerce of ports in Manchuria the accomplishments of American diplomacy have been far-reaching and most gratifying. The war cloud that hovered over the peace of the world is being” dissipated. The “open door” will be thrown farther open and on equal terms to all nations in face of the fact that special privileges might have been obtained for American commerce to. the exclusion of that of other nations. It was wise to forego this privilege and so gain an added claim upon the friendship of other trading nations. The breadth of view of American diplomacy is not less to be commended than its strategy and shows that the United States deserves to be a world power. Such things make one feel that it is good to be an American citizen. The opening of these additional treaty ports will mean much to American commerce and, as time passes, it will mean a very great deal to the commerce of San Francisco and the Pacific Coast generally. .We are interested parties and as such have an especial right to rejoice and be glad.” ot Reduce the Fare.
