from her markets under the pretense
that it carr:es disease and vermin into
taat country, bas called forth a vigor018 protest by the officials of this Gcverament. The Germans seem to be in
ga receptive mood for a little disciplining by this country, and it is romornd
that unless a decided back-step is taken by her officials the President may . .

country has the right to arrange her
tariff schedules, or even to establish a
strictly prohibitive tariff on certain
articles against all nations, is conceced
to be her right, and'in such a case the
United states would make no protest.
This is a privilege which" we admit and
“which we shall always strictly enforce
as relates to American. tariffs, but/
when Germany mukes a discriminaticn
whereby this country is not granted
the same commercial rights as those
accorded other nations, she violates a
distinct and explicit treaty with this
country. 1t is perfectly apparent, however, that Germany is actuated by a
fealing of animosty and jealousy of the
growing favor which American products find in Germany and the inroads.
