HE SUCCESS ACHIEVED by the new submarine boat, Fulton, which’ in its further tests a few days ago dived and swam, rose and sunk, and otherwise disported itself like a veritable dolphin, points to a lesson which the legislators of a growing naval power wil have to heed. Nowhere is the element of change a more certain factor than in the upbuilding of navies, A recen British naval expert, commenting on the constantly varying fashions of navies, calls attention to the fact that even the —mueh-mooted-question of the merits of cruisers as against battleship is being eliminated by the construction of battleships having very nearly the cruiser speed. In the same way the character of the torpedo boat problem has changed wholly since the torpedo first became a possibility of warfare. To confront the torpedo boat danger nations long. ago began the building of torpedo-boat destroyers and only recently Russia found it advisable to construct a “destroyer of torpedo-boat destroyer.” The danger of the torpedo itself first called into use the protective net of steel to be hung about large warships and in turn this was followed by the-.invention of a cutting device to enable torpedoes to pierce the ne Now a new net that defies cutting has been invented. noon, shortly before 8 c’clock, there was ap exciting scene in the courtroom -of City Justice of the Peace W. Deafness is caused by an inflamed condition of the mucous lining of the Eustachian Tube. When ‘this tube.gets inflamed you have a rumbling sound or imperfect hearing, and when it is entirely closed deafness is the result, and unless the inflammation ean be taken out and this tube restored to its normal condition, hearing will be destroyed forever ; nine case out of ten are caused by catarrh, which is nothing but an inflamed condition of the mucous surfaces. He stated that the outlook of the property at the present time ise more than enLcouraging and every indication tends to show that it is permanent. The grinders or crushers are kept buisy all the time and are working very satiafactorily. Everything connected with the mine is rasning along smoothly and with the present good management and prospects there is no doubt but that the Grizzly Hill will soon become one.of our leading gravel mines. It will obviously be unwise to ignore any of the new features which may promise effective results in time of war. While paying due heed to their possibilities, however, it is safe to say that naval experts of all schools will agree with Presitlent Roosevelt’s statement that as yet there is no substitute for “the great war craft whose hammering guus beat out the mastery of the high seas.” Congress will have little reason to hesitate.at the proposition to build the battleships and cruisers which the Secretary of the Navy calls for. is widely conceded that the battleships now designed in this country are superior in efficiency to any yet nade and they must continue to be the nucleus of the American naval force. hae. the census, and of these, say 10,000 live in Chinatown, and they furnish more crimes of violence, more gambling. more disease and more filth than any other 10,000 persons in one practical impossibility. months and see the great evils resulting to this State from goncerning this matter. S A CONCRETE ARGUMENT against Chinese immigration we do not know anything quite equal to Chinatown in San Francisco. The total number of Chinese in that city is less than 14,000, according to place on this continent. After forty: years of effort it has proved impossible to stamp out the murderous tong wars, and the recent exhibit of two men killed and two dangerously wounded, is a fair sample of conditions which our laws have been ineffective to sudue. A gambling club and a slave girl figure prominently in. this latest story of Chinese ferocity, and both of the two separate shooting. affrays which grew out of a single incident were cowardly attempts to assassinate. If it were possible, by a reasonable display of energy on the part of the law, to stop the murders in Chinatown, their occurrence might not be a valid argument in favor of exclusion, but this is not so; enough of the Chinese population is in sympathy with crime to make its punishment a __If Messrs.
