‘A GOOD WORD FOR THE MILITIA
oon
SOVERNOR PARDEE spoke wisely and justly when,
at the reception tendered him at Oakland a few days
ago, by the “Old Guard,” he praised the State
militia. _
“They tell us,” he said, “the national guard is of no}
benefit—that it is all fuss and feathers and gold lace and
tomfoolery, but I want to recall those times when the coun-—
try needed defenders—men to go and fight for us—it was the
men of the National Guard who responded tothe call. Many

It is thé fashion at the present time, but was much
more so before the Spanish war, to speak disrespectfully of
the State soldiers—to contrast them unfavorably with the}to plead.

will steadily grow. It was so before the civil war and before

Thousands of men trained in military work, gave up their
peaceful occupations and hurried to the front. They-were
not veterans; they had never before been under fire. But
they soon became as hardened and as experienced as the
regulars and did as effective work. The State militia sup-)

spared that curse of Europe, the large standing army, and in
its place it has the scarcely less effective State militia.

WHO KICKS A DOG.
RUST the man whom dogs trust. Have confidence in
the man in whom little children intuitively have confidence. A real man is he whose kindness is not a
garment to be put on before his friends and superiers,
and thrown aside in the presence of strange children and
» dogs. . His goodness must be a part of himself. . His kind_ mess must pervade the very atmosphere about him, and
reach out to every creature, not through any special effort,
but because he takes a lively and a kindly interest not
merely in himself, but in every living creature.
The.man who wantonly kicks an unoffending dog to
vent his feelings will be unfeeling and cruel to his wife when
his temper happens to be ruffled. —.
-. The man who is unattractive and cruel to the weak and
the dependent ones will be found usually to have two most
unmanly traits. He is an overbearing tyrant to the weak,
whom he feels no necessity for either fearing or courting, and
he is a truckling sycophant to those above him, whose favor
