A law Concerning Which the Newspaper ‘ Men Differ Somewhat. 4 San Francisco, March 17, 1899. © Bprror Transcrrrt: So the leaven ‘has worked. .And the writers for the <press—except the vileand purchasegble—are: praying that the Governor ‘will sign the bill, I refer to the act making it compulsory fora writer to ~gign his of her name to anything that may. be construed as libelous, and which is published in a newspaper. For years, on the street, in offices, in my home, I have advocated this measure. Through the columns of the ‘TRANSCRIPT, which you 80 kindly gave me access to, I have stated, time and again, why stich an act should be passed by the Legislature. . Many of the best writers.on the papers here think that all. articles, libelous or otherwise, should be signed by the full name of the writer. Some say, however, that the impersonality of the paper being gone, its influence would go with the personality that appeared: What nonsense! Does not every intelligent mau and woman know that in these days all newspapers are simply the personal organs of their owners? “Js. it net a well-known fact that a majority of these proprietors of the press are incapable. of writing two sentences grammatically correct ? Itis certainly true. Insucha dilemma what course do they pursue ? Why, they hire some bright bat irresponsible man as managing editor, and he in turn hires writers of all degrees, aud they write as, the managing editor dictates. They have no opinion; or if they have and it conflicta with ‘the course laid out by the managing editor, they must “hide it under a bushel.” Louis XIV. when he ascended the throne of France, said,.“I am the State,” and it appears to me that the managing itors of the present day appear to not express it in so many words. You will observe that I speak of,managing’ editors,and.not proprietors. I doso advisedly. Slowly but surely, if he knows his business, he becomes to all intents and purposes the proprietor as wéllas the proprietor’s agent. And the proprietor, for the sake of a nice, easy time, is willing that all the burden shal) be borne by his factotum.. * Now, let it be remembered, that the managing editor himself does not write a line. He gives out the subjects, and nothing goes in the paper, especially of an editorial. character, unless it has passed his censorship. One of the most brilliant editorial writers on the coast has told me many times'that he wished a law was passed that would make it compulsory. for every writer to sign his name— whether the article was long or short—to everything he wrote. “But it wouldn’t suit the proprietors,” he said. A great stress is laid upon the fact that such a law would work a hardship upon the country papers, What bosh! Does not every man, woman and child, within a radius of twenty miles, know who writes for the country papers? Of course “Rex,” “Justita” and “Pro Bono Publico” might be relegated to the waste basket, but as a general proposition that would be small loss. Tu large cities, however, it is different. The impersonality of the press has been jealously guarded, and for no good purpose. Dispute it who-will, that ia a fact. I state as a truth that can not be controverted, that if an article is worth publishing the name of the writer should; be signed to it. I hope the Governor will signa this bill; and ‘if he does, it. will be found to ‘work so well that another bill, still moré stringent, will be passed by the next Legislature. Water MEapD. For Rent. SacraMENTO; March 21—Goev,~ Gage today signed the Morehouse bill, requiring signatures to newspaper articles that can be construed as libelous in their nature. The Governor Is Noncommittal. SACRAMENTO, March 21. — Governor Gage will not say what bills are void by not being properly enrolled. The list published ‘im last night’s Bee is correct, however. The Lawrey Battery Case. The case of battery brought against former constable R: D, Lawrey of Grass Valley, and transferred to this city on an order for a change of venue, is being tried this afternoon before Justice Coughlan and a jury. District Attorney Power is conducting the prosecution and J. M. Walling is the defendant’s lawyer. Mrs. Lawrey in her testimony accuses her husband of infidelity and brutality. She claims that it was her discovery of some pictures and letters of other women in his possession that led to his alleged battery upon her.
