Attorneys and mining men who are familjar with the Caminetti law assert that there
is only one way to proceed in cases of violation. That it is not a question of law but
one of facts tobe determined. A complaint

the California Debris Commission. If the
Commission finds the complaint well found.

The Commission is composed of Government engineers, who are thoroughly familiar
with the rivers and harbors in the State.
They will know if the streams are being injured and suits brought upon their recemmendation will save the Government the expenditure of large sums in useless litigation.
This Commission issues al! licenses for bydraulic mining and is well pested on the debris question.
