Last evening’s Sacramento Bee says: Major R. M. Blair, who holds the position of military instractor at the State Reform School at Ione, was in the city today. He had paid a visit to Nevada City, to see Senator E. M. Preston, President of the Board of Trustees of the School, and was on the way back tolone. It is understood that Major Blair went to Nevada City for the purpose of relating to Senator Preston the exact state of affa' existing at the Ione reformatory. Blair has seen boys whipped at the school, and was one of the witnesses to the affidavit of Frank Russell, who swore that he had been beaten into insensibility, ‘Major Blair said to a Bee reporter that Senator Preston had informed him that he was perfectly familiar with the affairs at the school, having been kept posted by’ parties in the town of Ione. Senator Preston has been informed of the acts of brutality on the part of the Superintendent. -Major Blair was not inclined to talk much about his interview with Senator Preston, but he admitted that the Presadent of the Board was not any too friendly with Superintendent O’Brien. Senator Preston told Major Blair that: he thonght the troubles in the school . could be ended withont going to the trouble of having an investigation. He will, however, call a Meeting of the Board of Trustees and take action at the earliest date possible; While Senator Preston is not quoted a8 having: said so, it is understood that he is willing to vote to retire SuperinMmony can be restored in the school. But he wants the harmony brought about by the action of the Trustees, without any investigation. For having made an affidavit that he had been beaten into insensibility, Frank Russell, an inmate of the school, has been sentenced by the Superintendent to spend two weeks’ time on the guard line. That means that young Russell must stand like a soldier at “attention” all the time he is not working or studying, and while his comrades are at play. The’ sentence’ includes Sundays. The boy must maintain ap upright position, with his hands , Close at his sides, all the time he is “on , guard,” PIPING THE SLICKENS, me ‘Way to Start Up the Hydraulic Mines Again. The Rogr Corners_of Wheatind says: Our friend Filcher, of the State Board of Trade, has published a plan for government aid to hydraulic mines. He proposes that the government erect pipe lines from the hydraulic districts to carry the debris down the valley into the tule lands along the Sacramento river. Mr. Filcher estimated that the cost of a single pipe line will not exceed @ million and a half, and four or five such pipe lines would open four-fifths of the hydraulic claims of California. The proposition is a good one providing the government can be approached. We have heard of the proposition before and if we are not mistaken, it. originated in the brain of W. W. Holland, who resided here during the early days of the struggle ¢between the farmers and miners. It matters little who conceived the iplan, but fame awaits the man who in‘duces the government to construct such pipe lives. It is plain that private restraining dams, or the proposed pipe dines, are the only systems upon which hydraulicing may be conducted,and the sooner the false hopes of government restraining dams in the rivers is dropped by the Association of miners the better for all concerned. ° 4 Will Pay Tomorrow. Tim Griffin, who had been serving a term in the county jail, was found last night in the road between Grass Valley and Allison Ranch in a helpless condition from a stomach trouble, and it -is believed he will die. Dr. CO. W. Jones is treating six patients who are afflicted with consumption with the new remedy discovered by Dr. Hirschfelder of San Francisco. It is called Oxytuberculine, and is injected into the body. Dr. Jones states that the patients he is treating are showing some signs of improvement and that if it does not cure it will help them materially. ‘ Last Wednesday while working in the, 500-foot level of:the Maryland mine Peter A. Kelly took a fall of about fifty feet. He was working in the backs of the 500 level and had for his support a flimsy staging, rigged: up temporarily. He was about to get off to strengthen it when the staging gave way, precipitating him fifty feet below. He picked himself up and fortunately was not badly hurt. His arms and legs are badly skinned and bruised and he injured his side. Harry Rayner, who brought a theatritack made by a half-breed on Col. Wetherby, who is connected with the management of the 48d hydraulic mine. The Colonel was hunting at Stuart Lake when the half-breed became enraged at him and attacked him with his teeth, tearing off the flesh from the neck to the back. The white
