“REGISTER TRANSFERS.
Thirty Days’ Residence Required, Three
Days Allowed for Transfer.
Monday’s isstie of the Record-Union :
provides that an. elector who changes
his residence from the precinct where
he registered after the date of such registration, must make application to
the County Clerk for transfer from the
precinct in which he resided when
registered to the precinct where he has
taken up his residence.
“To entitle such elector to vote at the
election November 3rd, the; transfer
must be made at least twenty-seven
days next preceding the date of the
election. From this it will be seext that
a change for one ‘precinct to another
should be made on or before October
1th.”
County. Clerk Hamilton said this was
not strictly correct, soa Record-Union
reporter asked Judge Catlin his opinion
on the subject, as another part of. the
statute declared that the voter:must reside in the precinct thirty days before
the election.
Judge Catlin stated that both the
Constitution and the statute make a
thirty days’ residence in the adi casa
necessary, but in order to give’ a man
who changes his residence on the last
day of the limit, or a day or two previous, a chance to save his vote, the
provision. has been made that he can
get the change recorded i in the County
Clerk’s office up to twenty-seven days
before election, thus giving him three
daysin which to get his transfer recorded, as the Great Register must ‘be
sent to the printer twenty.six days before election.
