N ORDINANCE ‘CALLING A SPECIAL ZX efection in the City of Nevada submitting to the qualified voters of sald City at said elec-tion the proposition of ineurring a municipal aggregate amount of $60,000,00 for the purpose ofacquring lands, water rights,rights of way,reservoirs and other rights and things whatsoever necessary to cénstruc and complete public water works for the seid City the cost of which will be too great to be paid out of the ordinary annual {income and evenre of said City; providing for the issuance of Bonds ofsaid City to said amount for said purpose; prescribing the time and manner of holding such e!ection, and the yoting for or against incurring such indebtedneas, a: d otherwise regulating said election. The Board of Trustees of the City of Stee do ordain as follows : Section 1. Whereas, the Board of Trustees of the City of Nevada by ordinanee heretofore duly passed by a vote of more than two-thirda of its mem bers, i.e, by a unanimous vote, approved and published as required by law has determined that the public interest and necessity demand, and whereas the public interest and necessity do demand. the acquisition of lands, water rights, righte of way, reservoirs and the construct on and completion of a system of water wo ks that will furnish for the present and future an ample supply of pure, wholesome water to protect the health, comfort, safety and best interests of the inhabitants of said City, and that the cost thereof is too great to be paid out of the ordinary annual income and révenue of sald City ; and Whereas, sqid. Board of Trustees has deter mined and does hereby determine that the as= sessed value of all property, both real and per sonal, in said City for taxable purposes is) the sum of $855,299.00 and thatthe anoual income and revenues of said City do not amount to more than the sum of $8000.00 ; and, Whereas, by resolution said Board did duly Miller, Geo. Nusbanmer and W, ) a Boardman are each and all competent civil en. gineers who before doing said work have had suceeasful experience in such work as the atoresaid contemplated public improvements, which facts said Board of Trustees has deter: mined and does how unanimously adjudge and determine hereby ; and Whereas it appears by said plans and esti mates that the cost of such contemplated pub Ho improvements will amount to $60,000.00 in the aggregate, which amcuntis largely ‘ih ex cess of the ordinary annual income and revenue of said City, Now therefore, in consideration of the prem ses, snd in pursuance of the acta, ordinances aird proceedings aforesaid, and of the _ Statutes in such Cases made and provided, a special election is hereby called and ordered to be held and conduered in and forthe City of Nevada, State of California, at the time and tn the man uer hereinafter fixed and preseribed, at which special election there shall be submitted to the qualified voters of said City of Nevada to be voted upén af safd special election as hereinafter “provided, the proposition of inourring an indebtedness by said City of Ne vada amounting in the aggregate to the eum of $60,000 for the purpose of acquiring land, water rights, rights of way, rese:votra and all other rights and things whatsoever necessary for the constriction and completion of public water works for the said City of Nevada and con structing and completing said water works. Section 2, The objeets and purposes for which the said indebtedness is proposed to be incurred are ay follows ; The acquisition by the sald City of Nevada Of reservoirs, rights of way, lands and all other rights and things whatsoever, necesia ry for constructing and completing public water works for sid City and ‘ita inhabitants, and to establish, complete and thoroughly equip « syatem of pub'‘c works therein with reservoirs piper, mains, laterals, and whatsoever things shall be necessary therefor to supply said City and its inhabitants with an adequate supply of wholesome water Section 8,The estimated cost of the aequisition and construction of sald reservoirs, Innds, tights of way, Water rights, aud other rights and things whatsoever necessary there’or, ant of the whole of said public improvements is ag fol lows, towit + the sum of $60,000, _ Section 4. The aequisifion of said lands, rights of way, water rights and all other rights and things whatsoever requ'red ing and completing said public and the for #oustrict water works said construction aud completion of s:id water works as aforesaid are necessar to the City of Nevada ant its tohabitants for the following reasons, to-wit ‘ First: Because it now is, and for many year ‘ast past has been utterly impossible to obtat an adequate supply of pure, wholesome wate: for the use of said City and itsinhabitants fo: any fair, or reasonable sum of money, the price charged therefor being exorbitant. Second; Because the present system of wate: works owned by Mra. KE. ©, Huntington, and the only source of supply now and for many years last past supplying #ald City and its, fuhabit ants thereoi with water, is imperfect, the pipes maing and . .terals are corroded and clogged with rust, and do not extend to all parte-of the Olty or supply all the inhabitants thereof with water. Third: Because in case df emergency, fire. etc., there isa wholly inadequate supply and ineafficiency of pressure of waterforthe needs and requirements of said City, publid water works. \\ Section 5. tion and completiom-of said reservoirs, to that amount to pay the cost thereof. Section 7 The special election herebycalled ag aforesaid shall be held on * Monday, the 28th day~of October, 1895, and shall be held and conducted, the votee thereat received and convassed, returns thereof made, and the result thereof ascertained and determined es herein provided, and according tothe law governing elections in said City of Nevada, atid the polls of such clection shall be and remain open from sun-rise of the 28th day of October, 1895, to the hour of five o’clock in the afternoon of said day, when the fe seo shall be closed cS Section 8. : Notice of the said special election shall be published for nottess than two weeks prior to said day of election, and after the final publication of this Ordinance as hereinafter provided in at leastone of the newspapers published in said City.of Nevada, in acvordance with the terina of the statute in such cases made and provided. : Section 9. The ballots which shall ‘be uged at the said special election shall be of the same character and form as those ballots used at other municipal elections in the said C'ty of Nevada, except as otherwise provided hereim. Each of said ballots shall have printed thereon the following heading, to wit; “Municipal Ticket.” underneath which shall be printed the number ot the precitict in which such ballotis to bevoted underneath which shall be printed the following{worda to wit: “Proposition for incurring an indebtedpess by the City of Nevada to the aggregate amount of 960,000 for the acquisition of reservoirs, lands, rights of way, water rights, and all other things and rights whatsoever nec} essary for constructing and completing said water works, and constructing and complet'ng the same,as set forth in Ordinande No, 128 Un. derneath this, shall be printed the following } “To vote for or against incurring said indebtedhess stamp a crosa (X) to the right of aad against the answer which you desire to give." Underneath-which shall be printed in one line the following: “For incurring the indebtednhesa,'’ to the right of which shall be printed in one square the word Yes" with a blank square to the right thereof, and immediately below the same, in one ling;-the following: ‘For incur. ring the indebtedness,” to the right of which shall be printed, in one square, the word NO,” withe blank square to the right thereof.
