Although California could scarcely be called a neighbor _of Japan, at least her shores are washed by the same ocean. And so it is not surprising that California should watch . with interest a little more heighteried than that of other states, ‘the intricacies of Japanese foreign policy. Intricacies, by the way, which quite often follow channels rather difficult for . the occidental mind to grasp. ~ At any rate, two important developments, coming in rapid-f fire succession during the past month, have set Californians to asking themselves just what Japan is at present about. Earliest, and one of the most irnportant, perhaps, was the controversy over China’s financial plight. : When the country that gave us Confucius was about to see its money system go on the rocks,:Great Britain and the United States suggested an international loan. Japan was invited to participate. But fanan would have none of it, Japan would have none. even, of the idea of anyone’s lending money to China, hc!ding such a move “inimical” to the idea of peace of the Far East. : There followed a rather crisp exchange of diplomatic notes, in which this nation said, in effect, that it would lend _money to China if it saw fit.
