Devlin has been to San Francisco under inatractions from the Sacramento Bourd of Supervisors to confer with the Biggs Debria Commission, The President of the commission is in San Diego, and Mr. Huber, who presides, heing g member of the commission, also has charge of the Signal Service ¢ flive, was not very clear as to what the commission proposes todo, Mr. Devlin endeavored to secure a& meeting of the commission in Sacramento, but is doubtful if that van be accomplished, The iftention of the commission seems to be to receive communications from parties in interest and, if deemed worth while, to investigate the points raised. A man arrested list Sunday for stealing altar trimmings froma Charch at Weat Berkeley bears a strong persohal resemblance to Charles Thorn alias Dorsey who was sent to State Prison frow this county for life for murdering and robbing Wm. F. Cummings of Moore’s Flat, but afterward escaped. He is believed to be an ex-convict, but he has not been identified. Datective Bainbridge of San Francisco and Officer Thomas Downey of Oakland have the reputation of knowing every criminal unhung, but they don't recognize him, He is well branded, as he is tattooed from head to foot with all kinds of designs,and he claims to have been a sailor on the Ocean Queen in 1868 and is very reticent about his life.
